BASIC QUALIFICATIONS:

Bachelor's degree from an accredited college or university in human resources management or a related field required. Master's Degree preferred. Minimum of three (3) years of progressively more responsible work experience, such as educational human resources administration, recruitment, or school administrator.

PHYSICAL REQUIREMENTS:

Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to walk, sit, use hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and talk and hear. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move more than 50 pounds with assistance. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and the ability to adjust focus. Specific hearing abilities required by this job include the ability to hear the spoken word at a normal volume and at 20 feet with back turned. The employee must be able to effectively present information to groups of people both in and out of the school division. This will require standing for long periods of time transporting and handling cases of forms, in-service materials, booklets, and audio-visual equipment. Data entry and prolonged viewing of computer monitors will be a major requirement of the position.
Work Environment: The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. The employee will be in all kinds of environments. The noise level will vary from silent to very noisy. Upon occasion, the employee will be required to participate in overnight travel to include utilizing hotels and public conveyances. Regular attendance is an essential function of the job.

BASIC FUNCTION/NATURE OF WORK:

The purpose of this position is to work in conjunction with the Director of Human Resources and the Associate Superintendent for Human Resources to develop goals and strategies based on hiring needs and other employment issues for central office and school-based administrators and support (non-exempt) personnel. The job supports the design, implementation, and evaluation of Division recruitment and retention initiatives as well as collects, manages, analyzes, and reports data to recruit and retain new and experienced administrators.

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
•Work collaboratively with all stakeholders in providing a World-Class Education.
•Provide operational support and focus for the recruitment function, and collaborate with Supervisors, Directors, and Administrators at specific locations to recruit highly qualified candidates for administrative positions.
•Co-develop and facilitate recruiter training.
•Advertise and solicit resumes from qualified candidates using university job boards, VDOE sources and other virtual and in-person sources.
•Coordinate campus visits, virtual information sessions, and career fairs.
•Screen resumes and guide recruited candidates through the application process.
•Coordinate, manage, and enhance administrative intern placement programs to include receiving, acknowledging, and processing placement requests; updating placement rosters; sending requests to directors, principals and assistant principals; confirming placements with college/university representatives; and obtaining feedback from directors and principals using the designated process.
•Support efforts to retain administrative personnel and develop their leadership capacity.
•Conducts follow up visits with new administrators to facilitate problem solving and assist employees with a smooth transition.
•Collaborate with staffing and content supervisors and college/university representatives regarding qualified candidates, including management of the recruited candidate follow-up process, and candidates eligible for early hire.
•Provide data analysis and reports about administrative personnel, retention rates, and other personnel statistics required for grant applications and/or accountability reports.
•Utilize multiple recruiting strategies supported by the Department of Human Resources (DHR) and data collection and analysis strategies.
•Provide reports to DHR, Superintendent's Staff, Virginia Department of Education (VDOE), and other departments and organizations to analyze data and trends to support administrative positions.
•Design and place advertisements in multiple advertising sources and assists with regular enhancement and updating of recruitment materials.
•Identify challenges with filling job vacancies and investigates the best marketing and recruitment approaches. Follow-up with candidates recruited in designated critical need areas.
•Design and facilitate New Administrative Employee Onboarding processes.
•Manage Department of Human Resources social media accounts for recruitment purposes to include website and intranet site monitoring.
•Utilize internal candidate, applicant, and new hire databases and systems to gather data and prepare reports with administrators in other departments to obtain necessary data for completing specific reports concerning retention, demographics, exit interviews, highly qualified status, and applicant tracking.
•Maintain up-to-date documents for the recruitment process
•Complete other duties as assigned.
