  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: AUXILIARY SERVICES SPECIALIST II
    Education: Graduation from an accredited college or university with a bachelor's degree in business administration with coursework in management and decision sciences.
    Education Desired: Coursework in accounting.
    Experience: Four (4) years of responsible professional experience in auxiliary services operations, of which one (1) year shall have been in an education program, agency or system.
    Experience Desired: Specialized: Four (4) years of progressively responsible professional analytical work experience which demonstrated the ability to perform program coordination duties, formulate policies and procedures, handle budgetary and fiscal operations, report writing, and management analysis to measure effectiveness and achievement of program objectives. Supervisory: Two (2) years of experience including planning and directing the work of others, assigning and reviewing their work, advising them on difficult problem areas, timing and scheduling their work, and training and developing new employees.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Management and organizational behavior; operations management; productivity management; principles of logistics; operations research in business, laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment; principles and practices of supervision.
    Knowledge Desired: Government accounting, including budgetary control and fund accounting systems and principles; business statistics; computer based information systems; laws, rules, regulations and administrative procedures pertinent to the area or areas of assignment.
    Ability to: Plan, organize, direct and coordinate auxiliary staff services in the area(s) of assignment; communicate effectively with others both orally and in writing; deal effectively with federal, state, county and departmental officials and others in accomplishing program goals and objectives; operate computer, and other business machines.
    Skills/Abilities Desired: Perform a variety of professional budgeting functions including complex analysis and report preparation, development of department-wide guidelines and procedures, and providing consultation to state, district and school officials; train others in program procedures as well as good operating and management practices; identify and resolve personal and technical problems; develop and oversee maintenance programs; keep records and prepare reports; analyze system designs and engineering computations; conduct studies to improve existing systems.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Auxiliary Services Director of the Auxiliary Services Branch, the Auxiliary Services Specialist II:
    1. Work Unit Management and Administrative Activities - Coordinates the department's classroom and office furniture program: conducts research on student and office furniture, develops specifications for formal bid with Facilities Development Branch personnel, and works with Facilities Maintenance Branch to process furniture orders. - Coordinates the department's mailroom and courier services: serves as contract manager for the courier contracts, supervises the mailroom clerical staff, handles complaints and problems relating to courier services. - Oversees the Energy and Utilities Conservation programs: coordinates the department's utility payments; develops and reviews payment processing method for utility bills, negotiates with utility companies to process payments efficiently; coordinates the collection and deposit of charge backs for services provided to schools, specifically for energy conservation and rebate program; recommends program directions, priorities, budgets, and other follow-up actions required to achieve program objectives and to improve the program. - Prepares and monitors budget for utilities, courier service, mailroom, and replacement student furniture and refurbishment; analyzes budget-to-actual financial information for programs and provides recommendations to improve financial efficiency and effectiveness; reviews and verifies legislative reports or annual department reports or other work performed by the engineers and staff which include reports prepared monthly, quarterly, and annually or more frequently if required.
    2. Technical Responsibilities - Drafts testimony and replies for the public, Legislature, Governor's Office, or other state agencies on matters related to program responsibilities. - Researches current trends, research and information related to repair and maintenance activities, school and office furniture, and energy conservation through review of relevant periodicals and internet sites and through discussions with other personnel in the field and recommends steps to improve the program. - Reviews written communication for accuracy of information, grammar, structure, tone, etc., prior to document finalization.
    3. Supervisory Activities - Provides administrative and technical supervision of programmatic areas of assignment: monitors work schedules, assigns work, evaluates staff performance and provides corrective responses to subordinate personnel; identifies work problems, develops and recommends changes to operational procedures. - Plans and implements activities to develop and maintain high employee morale and motivation to enhance work performance.
    4. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
