The Deputy Superintendent of Teaching and Learning is responsible for the leadership and coordination of all instructional programs to ensure the most effective impact of these programs and activities on student achievement. The role formulates a clear vision to inspire others, develops leaders to drive programs to high performance, and builds district capacity to leverage and sustain improvement. This position is responsible for exercising direct line authority over the Academic Affairs Division to ensure that quality leadership and teaching are provided to promote sustained academic achievement and the development and implementation of special education.  The Deputy Superintendent of Teaching and Learning serves as a member of the Superintendent's cabinet and supervises the administration and implementation of the district’s instructional programs.

Education:

Required
• Education Specialist degree in education from an accredited college or university -OR- Master’s degree in education with significant experience in educational administration

Education Preferred:  Earned doctorate


Experience, Skill, and Certification
Required
• At least five years of successful teaching experience, and a minimum of ten years of successful experience as a senior level administrator in an educational setting

• Eligible for Georgia Leadership certification

• Eligible for Georgia Professional Standards Support Certificate

• Extensive knowledge of the principles of learning processes, human behavior, school improvement strategies/models, curriculum, instructional organization and processes, supervision, and administration

• Demonstrated leadership and management abilities, along with excellent communications/public relations skills

• Experience with technology as it relates to an educational setting 

Preferred • Experience in a large urban system characterized by multi-ethnic and cultural diversity

Duties and responsibilities:

1. Exercises direct line authority over the operation and supervision of the Academics Affairs Division in accordance with the vision, mission, Board goals and objectives of the school district.  Mentors, assists, directs, supervises and evaluates program leaders. 

2. Assists the Superintendent in providing direction and leadership in the recruitment, selection and assignment of quality school and site administrators.  

3. Provides regular reports and presents information to the Superintendent on student achievement, attendance, and graduation follow-up, as well as national, state and local tests results.  

4. Leads and directs all assigned functions and staff, including core curriculum, support services, and special programs.

5. Responsible for overseeing the development and implementation of the federal and state Compensatory Programs and the district's School Development and Academic Improvement initiatives.   

6. Coordinates all management/leadership aspects of the alternative education and personalized education, and other related services.

7. Interprets special education services and needs to the community. 

  8. Interprets state and federal regulations as related to I.D.E.A. and general education services

9. Works closely with the State Department of Education in planning and organizing the local education programs.  

10. Coordinates with the Chiefs and Executive Directors for elementary, middle, K-8, and high schools to provide quality services in a timely manner.  

11. Develops and recommends policies and establishes procedures for academic leadership accountability.  
12. Encourages the implementation of "Best Practices" in the district school improvement process. 

13. Leads the development and execution of comprehensive community engagement strategies that will ensure consistency throughout the district and increase awareness among the community.

14. Assists in the development and implementation of the District Strategic Long Range Plan and evaluates the accountability of staff on progress of the plan.  

15. Assumes the responsibility for timely, accurate and effective communication between schools special programs and the Superintendent with parents, staff, students, Board Members and the community.  

16. Practices and enforces the implementation of the tools of quality leadership and management.  

17. Reviews literature on successful school practices, remains professionally informed and provide direction to staff on school improvement and school operations.  

18. Represents the school district as an ambassador for quality educational services.  

19. Directs the daily operation of the Academic Affairs Division to complete assignments, respond to requests and demonstrate effective professional results in all areas of assigned responsibility.  

20. Researches, develops, and leads implementation of innovative practices in curriculum organization and instruction for elementary, middle and high schools.  

21. Implements a system-wide program for the evaluation of and for the appraisal of the curriculum.  

22. Assists school-based and system-level teams in the selection of instructional materials, equipment, and adoption of textbooks.  

23. Assumes responsibility for the development of curriculum guides for use by instructional staff.  

24. Provides leadership in the coordination of all accreditation processes.  

25. Coordinates instructional programs with other personnel and agencies as necessary.  

26. Provides information for public dissemination concerning instructional programs, curriculum changes, and the personnel involved.  

27. Prepares drafts of needed Board policies, program evaluation, and status reports for the Superintendent's review and action as related to instruction.  

28. Performs other duties as necessary for the effectiveness of the organization. 

 

Terms of Employment
Incumbents will receive an annual contract.  The work calendar will be 250 days.  Salary will be determined based on level of certification and allowable experience.  (A-1)  Exempt revised 04-19
