JOB SUMMARY
This is lead financial analysis and budget management work. Employees in this class serve
in a lead worker capacity to lower level analysts and are responsible for assisting in the coordination and performance of detailed, complex analyses and evaluations of the financial operations of various organizational units and programs in connection with the forulation and execution of the District's annual budget.

ESSENTIAL FUNCTIONS
• Researches, analyzes and documents the financial state of specific disciplines, programs and services provided by District education and service organizational units and delegate agencies.
• Consults with assigned departments and other units to discuss results of research, including best practices related to financial administration within the field of study, and statistical data relating to units' fiscal performance.
• Coordinates the establishment of new program budgets, including the designation of fund, project, program and object codes, opening of positions and program cessation dates.
• Develops fiscal performance criteria for new programs, including audit processes and fiscal performance measures.
• Coordinates the implementation of fiscal performance measurements and evaluation processes.
• Instructs Financial Analysts and assigned organizational units on the guidelines of establishing, implementing and monitoring fiscal performance measures.
• Assists with the publication of the annual budget document.
• Assists superiors in the development, coordination and evaluation of budgetary training activities.
• Studies and analyzes program revenue sources and expenditure patterns to identify funding trends in order to anticipate growth and losses in resources for specific programs.
• Assists long-range planners in the development of revenue and expenditure projections for planning purposes.
• Coordinates graduate internship activities for the Office of Management and Budget.
• Prepares correspondence to respond to inquiries, to request information and to issue directives to assigned units related to budgetary guidelines and requirements.
• Prepares and maintains necessary records and reports.
• Assists Principal Financial Analysts and other unit managers on special projects as necessary.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
• Considerable and demonstrated knowledge and understanding of the principles, practices and procedures of budget formulation, evaluation and administration.
• Considerable and demonstrated knowledge of the application of the principles of public
administration to budgetary procedures and objectives.
• Ability to operate personal computers utilizing word processing, spreadsheet and database software for the purpose of creating documents, reports, charts, and graphs.
• Ability to make group presentations.
• Ability to exercise good attention to detail.
• Ability to prepare, analyze and interpret financial statements and reports.
• Ability to exercise discretion and tact in dealing with sensitive situations.
• Ability to maintain necessary records and files, compile information and prepare reports.
• Ability to analyze budget-related procedural and organizational problems and make cogent recommendations for their solution.
• Ability to understand and follow oral or written directions.
• Ability to effectively communicate, both orally and in writing.
• Ability to establish and maintain effective working relationships with supervisors, associates and representatives of external agencies or groups.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
Completion of a bachelor's degree at an accredited college or university, PLUS five years of full-time, paid, professional experience reviewing, analyzing, evaluating and developing budget requests in a central budget agency, large public jurisdiction or private corporation.
OR

Completion of a master's degree in public administration, accounting, business administration, finance, economics, statistics or a related field at an accredited college or university, PLUS three years of full-time, paid, professional experience reviewing, analyzing, evaluating and developing budget requests in a central budget agency, large public jurisdiction or private corporation.

Additional Job Information: SELECTION PROCESS

This is a 12-month, CASA-represented position. Because this is a union-represented position, anyone new to the CASA union would start at the first step on the salary scale, $59, 234.

Selected candidates will participate in an interview process, from which 100% of the final score will be derived.

The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three (3) years with the exception of one extended long-term absence).
