The Office of Capital Programs (OCP) is responsible for identifying and prioritizing capital work within the School District of Philadelphia. This includes maintaining the physical integrity of existing facilities, constructing new buildings, and renovating existing facilities to accommodate the educational needs of the District. OCP shares responsibility for the long-term upkeep and replacement of critical building systems over 25.6 million square feet including 494 buildings, annexes, administrative buildings, and athletic fields.

OCP works closely to coordinate our work with staff from the Office of Facilities and Maintenance, Office of Environmental Management Services, Office of Real Property, and Office of General Counsel.

The basis for the budget for the Office of Capital Programs is the sale of bonds usually repayable with interest over 30 years. The capital budget is also the basis for the multiyear Capital Improvement Program (CIP). Projects are selected for inclusion in the CIP using building condition assessment reports, work order and deferred maintenance data, field maintenance employee input and the priorities identified in the Superintendent's strategic plan. Each year, OCP initiates a budget call process to solicit input from central office staff and building personnel for projects to be included in the capital budget.

Over the past ten years, our work has resulted in the following:
  • construction of 15 new school buildings
  • 16 building additions
  • 36 major renovation projects
  • 365 building system replacements and upgrades
  • 2175 upgrades of educational spaces at all grade levels; and
  • 39 athletic field upgrades and campus parks

OCP seeks talented professionals with extensive knowledge of the design and construction industry to join our team.

Job Summary

The Project Manager works closely with the Contracts Division for estimating support on capital projects, the Office of Environmental Management Services to coordinate design and remediation work, and the Financial Services Division to review and process invoices.

Essential Functions
  • Plans, assigns and reviews the work of Mechanical Engineers and other subordinates; prepares progress reports; oversees and reviews mechanical design, plans, specifications and other contract documents prepared by consulting architects and engineers for feasibility and adherence to School District standards; oversees inspections of project sites and reviews work in progress for conformance to plans and specifications.
  • Develops criteria and supervises and approves partial and final engineering estimates of work completed; oversees the mechanical engineering aspects of projects and leads the resolution of design problems; manages contract documents; oversees the preparation of change orders.
  • Supervises and coordinates site visits and field surveys; reviews reports submitted by Mechanical Engineers.
  • Reviews inspection reports on projects in progress and upon completion; confers with engineers on changes needed for approval of projects; recommends approval where changes are warranted.
  • Reviews technical reports and oversees the preparation of drawings, sketches and specifications for mechanical projects as needed; ensures that invoices are approved and that cost estimates are prepared.
  • Supervises and coordinates the review of design concepts by the department, appropriate city agencies and contracted engineers; meets with instructional personnel, administrators and interested citizen's groups to develop and explain design concepts.
  • Prepares applications for code variances and attends hearings; provides technical assistance to the School District's legal counsel; prepares and schedules advertisements for bids.

Other Functions
  • Performs related work as required.

Minimum Requirements
  • Bachelor's degree from an accredited college or university with major course work in mechanical engineering or design, construction management, or project management professional certification.
  • Six years of full-time, paid experience in the design and construction management of heating and cooling systems, automatic temperature control, and plumbing and fire protection for large construction and renovations projects ensuring adherence to the mechanical, building, and energy codes.
  • All work experience related to the position must be included on the resume.
  • Professional Engineer registration is preferred but not required.
  • Cross-trained professional is preferred.
  • Experience with educational facilities is preferred.

  • principles, and practices of mechanical engineering as applied to the evaluation of plans, specifications, estimates and designs for a variety of engineering projects.

  • read complex plans and specifications for a variety of engineering projects.
  • develop technical standards for major mechanical systems.
  • use AutoCad, Microsoft Office applications, Adobe PDF, and Microsoft Project.
  • write and modify design specifications.
  • resolve mechanical engineering design and interpretation problems involving modification and adaptation of standard engineering methods and techniques.
  • inspect work under construction for compliance with specifications.
  • create cost estimates of mechanical in construction and alterations.
  • prepare technical memorandums, bid packets, project scope reports, change notices and other correspondence.
  • establish and maintain effective working relationships.

This is a 12-month, CASA-represented position.
