Job Summary
At the direction of the Deputy Auditor, performs technical field inspection work conducting final inspections of all completed construction, repair and renovation work performed by contractors for the School District of Philadelphia that will involve such tasks as checking the completed work performed by contractors for substandard workmanship and/or materials and compliance with contract documents, specifications and applicable building codes. Prepares inspection reports describing the specific steps take in the inspection of each project and details any issues of non-compliance.
Essential Functions
  • Studies a variety of contract documents, including drawings, specifications, contract addenda, alternates, bulletins, change orders, and maintenance bonds related to specific repair, renovation, construction, and asbestos abatement projects; in conjunction with Deputy, Auditing Services, verifies that quantities of materials and procedures listed in change orders are appropriate.
  • Performs final inspections of a contractor's completed work that includes the inspection of component parts, materials, and workmanships to ensure compliance with specifications as detailed in project related contract documents.
  • Prepares detailed inspection reports that include stages of the inspection process as well as code violations, substandard workmanship and materials, and construction methods which do not meet contract specifications; makes specific references to contract documents which detail the standards and specifications for construction;
  • Estimates the value of inspection report items.
  • Analyzes and sets reasonable standards for the ratio of work completed to the number of work hours recorded on Time and Materials job time sheets.
  • Prepares detailed inspection reports on completed Time and Materials projects in which all labor and all materials are included in one contracted fee.
  • Serves as the liaison between the Construction Project Managers and the Office of the General Counsel to discuss the handling of contract documents which have not been satisfied and code violations which have not been corrected by contractors.
  • Meets with School District architects and engineers to discuss the interpretation of contract documents as needed.
  • Dismantles and/or examines component parts of completed projects; checks materials and workmanship for compliance with applicable building codes; checks materials and construction methods for compliance with specifications as detailed in project related contract documents.
Minimum Requirements
  • High school diploma or equivalent.
  • Eight years of full-time, paid, journeyman level experience in a construction trade, four years of which has included inspecting building construction projects.
OR
  • Bachelor's degree program in architecture, engineering or a related field.
  • Four years of full-time, paid, professional construction related experience which has involved inspecting building construction projects.
  • All work experience related to the position must be included on the resume.
Knowledge, Skills and Abilities
Demonstrated knowledge of:
  • the principles, practices, methods and materials utilized in building construction, repair and renovation.
  • the mathematical applications utilized in building construction, repair and renovation.
  • construction inspection methods and techniques related to the inspection of repair, renovation and construction projects.
  • the principles and procedures governing the repair and removal of asbestos.
  • applicable city and state codes, ordinances, and regulations governing building construction and alteration.
  • use and care of equipment.

Demonstrated ability to

Certificates/Licenses
  • Valid EPA approved Asbestos Building Inspector certificate.
  • Valid Commonwealth of Pennsylvania Asbestos Building Inspector license.

Salary: From: 51946.00

Additional Job Information: This is a 12-month, PFT-represented position. The salary grade for this role is 0031.
