NORTHWEST REGIONAL PROFESSIONAL DEVELOPMENT PROGRAM DIRECTOR
Serves the School Districts of:
Carson City, Churchill, Douglas, Lyon, Storey and Washoe Counties

SUMMARY DESCRIPTION

The Director of the Northwest Regional Professional Development Program exercises vision and consistent articulation of the mission of the NWRPDP. This position coordinates the provision of high quality professional development for Carson City, Churchill, Douglas, Lyon, Storey and Washoe Counties based upon the Nevada Professional Development Standards. This position also supervises regional employees, is responsible for the fiscal matters of the Program, as well as planning, organizing, and directing the local school districts and schools in the area of professional development for certified and administrative staff.

This position performs work under the administrative guidance of the NWRPDP Governing Board, NRS and the Statewide Coordinating Council. The NWRPDP Governing Board will, in concert with district superintendents or his/her designee(s), annually evaluate the performance of the NWRPDP Director. The Director's work is reviewed through conferences and reports relating to accomplishment of broad program objectives and effectiveness of service delivery. This position directly supervises NWRPDP Professional Development staff, and other designated direct and/or related service providers including all contracted support. This position also maintains frequent contact with Governing Board and Statewide Coordinating Council members, regional trainers, district officials, administrators, other district staff, other agencies, the Legislative Counsel Bureau, and the public in order to provide and obtain information, resolve complaints, and provide explanations and information as requested,

Please note: This position is a 12-month contract position and is for a Limited Term, but may continue contingent on continuation of funding. The Nevada State Legislature funds this position on two year cycles.

Washoe County School District is the fiscal agent for the Northwest Regional Professional Development Program (NWRPDP). Should the successful candidate be currently employed by one of the six districts served by the NWRPDP, negotiations could take place between candidate and district of employment in order to remain under contact with their current district while performing the duties of the NWRPDP Director. Should the successful candidate not currently be employed by one of the six districts served by the NWRPDP, the candidate can either become an employee of Washoe County School District or enter into in the terms of an Independent Contractor Agreement with the NWRPDP Governing Board.

EXEMPLARY DUTIES/RESPONSIBILITIES

Provides leadership in professional development design and evaluation for a regional service center; assists in the development, planning and implementation of district/school professional development goals and objectives, aligned with District and School Improvement/Performance Plans and with the Nevada Professional Development Standards.

Provides support to districts regarding Nevada Academic Content Standards (NVACS), assessment of the NVACS and employee evaluation systems.

Directs, oversees and participates in the development and implementation of a plan for continuous improvement in accordance with established procedures; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures.

Conducts research, analyzes findings, develops sound conclusions, and prepares comprehensive reports, budgets and any other information as required and/or requested from the NWRPDP Governing Board, Statewide Coordinating Council, Nevada Department of Education, Legislative Counsel Bureau and/or any other requesting agency; assumes responsibility for the preparation of an annual self-evaluation of the NWRPDP in accordance with state law; responds to and resolves difficult and sensitive inquiries and complaints.

Prepares and oversees complex annual and biennial budgets; directs the forecasting of funds needed for staffing, professional development, services, equipment, materials and supplies; monitors and approves expenditures; establishes budget priorities based upon the Northwest Region's District and School Improvement Plan goals with the guidance and approval of the NWRPDP Governing Board; assists in the selection of NWRPDP staff and other related service providers; provides reports to the legislature and districts as necessary.

Supervises, deploys, and evaluates certified and classified staff assigned to the NWRPDP and other related service providers in collaboration with other designated district administrators; works with superintendents, assistant superintendents, directors, principals, teacher committees, and task forces in order to affect horizontal and vertical continuity and articulation of the staff development programs throughout the districts within the Northwest Region; assists principals and school improvement planning teams in the improvement of student achievement.

Helps districts within the Northwest Region with professional development support and materials consistent with the Nevada Professional Development Standards, state law, and Academic Standards; participates in state-wide Coordinating Council Meetings, and coordinates and/or provides staff development activities for NWRPDP staff.

Performs other duties and assumes responsibilities as assigned by the NWRPDP Governing Board.

EMPLOYMENT STANDARDS

Education/Experience: Any combination of education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain knowledge and skills would be:

1. A Master's Degree in Administration or a related field;

AND

2. A minimum of five (5) years of progressively responsible administrative and supervisory experience in staff development, school, district, and program improvement.

Knowledge of: The Nevada Professional Development Standards; the Nevada Academic Content Standards (NVACS); Nevada Educator Performance Framework (NEPF); analysis of student achievement data; formative and summative assessment; designs for professional development; effective leadership practices; organizational and management strategies as applied to the analysis and evaluation of programs; policies, and fiscal management relating to operational needs; methods, materials and techniques employed in the administration of a staff development program; research methods and sources of information related to education; current principles and practices of supervision and evaluations. Current knowledge of the latest research, trends, and developments in all areas of education, specifically programs related to curriculum, instruction, assessment, and professional development.

Skill at: Communicating effectively, both orally and in writing; conducting research, analyzing findings, developing sound conclusions, and preparing comprehensive reports and plans; working independently and handling multiple priorities; meeting deadlines; establishing and maintaining effective working relationships with school officials, administrators, Governing Board members, Regional Trainers, outside agencies, school staff, and the general public.
Licenses/Certificates: Must possess a valid Teacher's license, and a valid Administrator endorsement issued by the State of Nevada.

Salary:
Salary range: $100, 000 - $126, 998

Salaries and contract are subject to adjustment, county of employment, experience, education, and may increase and decrease each fiscal year

The Washoe County School District pays an additional legislatively-designated amount to the Public Employees Retirement System on behalf of the employee for retirement benefits. No retirement contribution is made by the employee.
