DIRECTOR OF STUDENT SERVICES

REPORTS TO: Superintendent

JOB GOAL:  To provide cabinet-level leadership, direction, coordination, and evaluation to the Missoula County Public Schools Student Services programs

SUPERVISES: Program Coordinators and Administrative support staff

PERFORMANCE RESPONSIBILITIES:

LEADERSHIP

• Responsible for the overall direction, coordination and evaluation of the Special Education, Federal Programs, Title, Gifted Ed, Migrant Ed, McKinney Vento, and ELL programs with MCPS.
• Carries out supervisory responsibilities in accordance with Board policies, rules, regulations, and other directives.
• Keeps apprised of all legal requirements governing identified district programs.
• Pro-active in all programs and service implementations.
• Serves in a leadership capacity on appropriate committees that relate to the success of the programs.
• Prepares state reports as required.
• Attends workshops/conferences/meetings to keep current on changes to identified programs as authorized by the Superintendent.
• Serves as liaison for support services with administrative, teaching, support personnel, parents, IDEA PTA, and committee of practitioners.
• Attends meetings as scheduled with building administration, department chairs and district administration.
• Acts as a cabinet representative for student service programs.
• Collaborates dispute/complaint resolution with district parents/administrators/staff regarding students served in identified programs.
• Addresses legal questions pertaining to identified programs.
• Coordinates mandates of ESSA.
• Responsible for program development – service delivery oversight.
• Acts as community agency liaison.
• Responsible for policy development.
• Acts as OPI Liaison – State CEC and MCASE through participation and discussion with leadership role in state Special Ed and Title I.
• Non-public School Service coordination for students.
• Assists Principals with implementation of district-wide processes and programs.
• Resource for principals and staff to answer questions and advise on practices relating to implementation of identified programs.

PERSONNEL
• Coordinates staff assignments and responds to staffing requests.
• Provides administrators with input in evaluating and supervising program-specific personnel.
• Monitors staff caseloads and student outcomes.
• Assists in recruitment, selection, and recommendation for hiring Title I, Special Education and related services personnel.
• Supervises teachers on assignment to Student Services Program
• Supervises federal program staff.
• Provides technical instructional assistance for staff in identified programs.
• Oversees evaluation of related services personnel.
• Coordinates professional development for identified programs based on district and individual needs.
• Collaborates with the Teaching & Learning department to assist schools with analysis of student achievement.

PROGRAM
• Consults with staff, parents, and outside agencies regarding programs offered.
• Consults with building administrators on identified programs and personnel.
• Ensures compliance with local, state, and federal guidelines.
• Ensures program descriptions are communicated to appropriate district staff so that all aspects of the programs are in compliance with federal, state, and local standards.
• Oversees the development and maintenance of complete and cumulative individual records of all children receiving special services.
• Keeps apprised of all legal requirements governing identified programs.
• Oversees the coordination of ESY/Summer, Child Find, and federal programs.
• Implements the District’s strategic plan.

BUDGET
• Develops and administers budgets.
• Responsible for budget authorities.

GRANTS & CONTRACTS
• Writes grants.
• Responsible for grant and contract management.

FACILITIES
• Coordinates transition between preschool, elementary, middle school, high school, feeder schools, and non-public school programs.
• Coordinates school site services as designed.
• Oversees records maintenance.

OTHER
• Oversees transportation for students in identified programs.
• Any other duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS:
• Building or district-level administrative experience preferred.
• Administrative experience in K-12 Special Education preferred.
• Valid Montana teaching license or Specialist Class license or SLP license as School Psychologist with Class 3 Administrator license.
• Ability to write reports and business correspondence.
• Ability to effectively present information and respond to questions from parents, staff, and community.
• Ability to handle stressful situations.
• Ability to maintain confidentiality of employment and student matters.
• Ability to effectively manage time and responsibilities.
• Demonstrated leadership ability and general knowledge of issues and problems in all aspects of Special Education.
• Commitment to least restrictive environment as required by IDEA.
• Experience as a Special Education teacher or related service provider preferred.
• Knowledge and experience managing budgets.
• Knowledge and experience in working to meet the legal expectations defined in pertinent state and federal laws.
• Knowledge of current Special Education laws and effective experience interpreting and explaining the laws.
• Demonstrated ability to provide innovative and responsible leadership involving others in problem solving and seeking solutions.
• Ability to provide human relations, organizational planning, and implementations and evaluation of process skills.
• Ability to work and communicate effectively with all stakeholders.
• Experience with collaboration, consultation, and case management.
• Ability to provide training to the staff in the identified programs.

• Other qualifications as deemed appropriate by the MCPS Board of Trustees.

Computer, calculator, copier, printer, telephone/voice mail, and fax.

WORK ENVIRONMENT:
While performing the duties of this job, the employee regularly works inside. However, the employee must transport themselves to various building sites for meetings. The employee must be able to meet deadlines with severe time constraints. The employee will frequently work irregular or extended hours while performing the duties of this job. The noise level in the work environment is usually moderate.

PHYSICAL DEMANDS:
While performing the duties of this job, the employee is frequently required to sit and occasionally walk and stand. Specific vision abilities required by this job include close vision, distance vision, depth perception, and the ability to focus. The employee is required to be able to hear conversation in quiet environments.

MENTAL/MOTOR DEMANDS:
While performing the duties of this job, the employee rarely performs routine work. The employee frequently exercises flexibility (ability to shift from one task to another). Guidance and reinforcement are infrequently available. The employee frequently works within time constraints and maintains attentiveness intensity. The employee is frequently involved in social interactions which require oral and written communication.

IMMEDIATE SUPERVISOR: Superintendent

TERMS OF EMPLOYMENT: 12-month contract; salary, benefits and other working conditions as established by the Missoula County Public Schools Board of Trustees.

EVALUATION: Performance of this job will be evaluated annually in accordance with provisions of the Board’s policy on evaluation of administrative personnel.
