BASIC QUALIFICATIONS:

Required Education and Experience:
•Master's degree from an accredited college or university in human resource management, school administration, or related field.
•Three (3) to five (5) years of administrative or supervisory experience in a school division or equivalent human resources experience preferred.
•Knowledge of principles and practices of public school administration, human resource management, school law, employee evaluation systems, equal employment legislation, effective recruitment practices, marketing and budget planning.

Required Licenses or Certifications
•Professional certification in Human Resources (PHR, SPHR, SHRM-CP, SHRM- SCP) is preferred.

BASIC FUNCTION/NATURE OF WORK:

The Human Resources Supervisor for Special Education and Staffing is responsible for developing and maintaining a program of recruitment, selection, staffing, and retention of highly qualified, competent and diverse applicants to positions delivering special education services within the school division. This will be achieved through the development of local and national recruitment plans, employing traditional sourcing strategies and resources as well as developing new, creative recruiting ideas. This position assists administrators to ensure fair and consistent application of personnel policies, regulations, and benefits.

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:

•Work collaboratively with all stake holders in Providing A World-Class Education.
•Develop and implement special education staff recruitment plan designed to attract a highly qualified and diverse workforce.
•Organize and participate in and travel to employment fairs/events to recruit and interview applicants
•Plan, direct, coordinate, and monitor recruitment of instructional special education staff, to include coordinating administrative and supervisory participation in the selection process and interviewing and recommending qualified applicants for job vacancies.
•Enhance alternative recruitment strategies using appropriate technologies including social media
•Coordinate efforts of building administrators and supervisors in the personnel selection process (e.g. tracking of staff as compared to budget, processing applications, analyzing transcripts, assisting with licenses and endorsements, etc.) for
the purpose of meeting School Division staffing requirements while complying with established guidelines.
•Solicit applications for positions for which there is a shortage of qualified candidates through personal contact with college placement offices and employment agencies, correspondence with colleges and universities, on-campus recruiting, composition and placement of paid advertising in newspapers and periodicals and through electronic means
•Recruit and screen an adequate number of qualified applicants to fill vacancies and/or new positions. Work with principals, departmental directors, and other managers to assure staffing needs are met and ensure position control for personnel at their respective sites.
•Identify the best qualified applicants and make employment offers to successful candidates
•Assist administrators to ensure fair and consistent application of personnel policies, regulations and benefits.
•Assure that all federal and state laws and School Board policies and regulations relating to human resource management are followed.
•Provide all pertinent information to the School Board appointments and releases from employment
•Implement employment practices that meet federal, state and local laws and School Board policies and seek to ensure that all personnel practices are in compliance
•Propose, write and revise personnel policies and regulations.
•Coordinate selection of personnel for voluntary and involuntary transfers.
•Oversee the appropriate employee evaluation processes
•Work with school administrators to facilitate improved personnel competence, retention and morale.
•Collaborate and promote teamwork by sharing knowledge, providing cross-training for other employees, cooperating with others, participating in meetings and work groups, and supporting the goals and objectives of the division and departments
•Maintain rosters and position control for schools and central office departments
•Participate in professional development activities to maintain knowledge of current human resources regulations and practices, Develop and conducts professional development on human resources related topics
•Oversee the new employee orientation process
•Work actively with principals, legal counsel and the office of employee relations in all actions relating to certificated staff dismissal or non-renewal.
•Communicate with other employees, departments, administrators and the public for the purpose of providing information and assistance concerning employment, recruitment, transfers, personnel records, licenses, and related legal requirements; tracks and monitor employee performance
•Act as the liaison and collaborate between administrators, vendors and the end users to bridge the gap between technical and functional requirements of all stakeholders using the HRIS in place.
•Support and analyze the DHR website and information systems and provide recommendations to improve the efficiency of human resources business processes, effectiveness of services and programs to customers.
•Enter, manipulate, and report data in a variety of formats
•Manage the Human Resources Customer Service team that provides professional service to applicants and employees on the online employment applications, coordinating in-house job fairs, and general questions about services provided by human resources through e-mail, live chat, phone calls and visitors.
•Plan, direct, supervise, and coordinate the work of assigned staff
•Complete performance evaluations of assigned staff
•Establish and maintain positive working relationships and an effective customer service attitude with all colleagues, co-workers, and customers
•Maintain prompt and regular attendance to insure for continuity of effective performance for all duties and responsibilities
•Represent the best interests of the school division in claims and hearings related to unemployment compensation.
•Complete other duties as assigned.
