Job Summary
Under the direction of the Chief Human Resources Officer, the Senior Director of Labor Relations oversees all aspects of labor relations for the Anchorage School District, including employee discipline, grievance processing, contract interpretation and administration, and labor contract negotiations. The Senior Director also develops and implements training for supervisors and staff and facilitates conflict resolution and mediation programs. The position has a retirement association with the Public Employees' Retirement System (PERS).

Job Requirements
The following are required:
  1. A Bachelor's degree.Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) certification or equivalent, such as SHRM-CP or SHRM-SCP.Five years of experience in labor relations in a supervisory or management-level capacity.Knowledge and experience in collective bargaining, grievance handling, mediation, arbitration, contract administration, employee discipline, employment practices, and performance evaluation.

The following are preferred:
  1. A Juris Doctorate or Master's degree.Knowledge of and experience working with federal and state labor laws.Experience working within a large organization with a unionized workforce, particularly in a public school district or public higher education setting.Experience presiding over adversarial proceedings in the area of labor and employment.Ability to communicate orally and in writing clearly and succinctly and to present a written analysis of facts, policies/rules/contract in a simple, coherent style.Interpersonal and professional skills and demeanor that engender trust and confidence.Self-motivated with the ability to be flexible and adaptable in a dynamic work environment.

Essential Job Functions
  1. Interprets, administers, and negotiates collective bargaining agreements under the direction of the Chief Human Resources Officer.Provides direction and guidance, and acts as a resource for supervisory staff with grievance response responsibilities.Counsels school principals, administrators, and employees regarding disciplinary policies and procedures, compliance with collective bargaining agreements, and Anchorage School Board policies, rules, and regulations.Represents ASD in internal grievances, in hearings with external agencies, and in arbitration.Serves as spokesperson in contract negotiations.Reviews and coordinates the administration of all disciplinary action (oral reprimand, written reprimand, suspension, dismissal) with supervisory staff.Develops and coordinates training for principals, supervisors, and staff in areas of employee discipline, harassment prevention and response, professionalism, workplace conduct expectations, effective leadership strategies, and other labor relations topics.Represents the department at school board and board committee meetings and at community events as directed by the Chief Human Resources Officer.Supervises labor relations generalist and other staff as directed by the Chief Human Resources Officer.Makes routine employment decisions by setting goals, monitoring performance, and takes appropriate follow-up actions as necessary.

Physical/Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking, and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to communicate by oral and written means in an appropriate business manner and have cognitive skills to understand instructions, readily recall facts and details, handle conflict, and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

Work Environment
Work is performed in a professional environment with a wide variety of individuals having differing functions, personalities and abilities, including working with diverse groups of people in a variety of different settings.

While performing the duties of this job the employee may be regularly exposed to a video display. The employee may be exposed to outdoor weather conditions. The noise level in the work environment is usually moderate.
