PROVISO TOWNSHIP HIGH SCHOOLS POSITION JOB DESCRIPTION POSITION TITLE: Director of Accounting
REPORTS TO: Assistant Superintendent of Finance and Operations

EXEMPT/NON: Exempt/Administration/12 Months

SUMMARY:

The Director of Accounting is responsible for Accounting, Internal Audits, and Compliance and the supervision, oversight and management of all functions of the Business Office, including but not limited to accounting, payroll, purchasing, benefits, accounts payable, risk management, bid management, and fixed assets, to ensure effective and efficient operations. S/he is responsible for the design, organization, and management of a District wide compliance and internal audit system. The Director provides accounting assistance to the District staff and all administrators managing grants or other funds. As a key leader within the Business Office, the Director provides assistance to the Assistant Superintendent of Finance and Operations.

Essential Job Functions:

· Verify the approval of facility use applications in accordance to Board Policy and administrative procedures

· Evaluate, examine, and improve accounting policies and procedures/systems the District currently uses

· Develop, monitor, refine and enforce the system of quality control to ensure that all audit work is performed and completed in compliance with Board policies and external audit firm requirements

· Assist the Assistant Superintendent of Finance and Operations in gathering statistical data in preparation for labor negotiations

· Assist the Assistant Superintendent of Finance and Operations in gathering baseline data necessary to prepare: weekly, monthly, quarterly, and annual financial reports

· Assist the Assistant Superintendent of Finance and Operations in gathering baseline data necessary to prepare the annual tax levy, and District annual fiscal year budget

· Research and reconcile any discrepancies found to exist in the District's asset accounts, as needed

· Perform monthly reconciliation of bank statements, posting revenue and journal entries to the general ledger accounts monthly

· Verify accuracy of cash deposits and daily cafeteria reports received from the District's cafeteria management service and school-based cashiers

· Assist with evaluating the appropriateness of travel advance requests in accordance with Board of Education policies and procedures and provide feedback to the Assistant Superintendent of Finance and Operations in cases where such requests are not in accordance with Board policies

· Conduct internal audits to ensure effective and efficient operations of all aspects of District finances

· Work with external auditors and grant managers to ensure the District's financial compliance with all policies and procedures

· Perform other duties as assigned

Qualifications/Requirements:

· Master's Degree in Accounting, Finance, Business Administration, or Education

· Chief School Business Officer certification (CSBO)

· Minimum of 3 years of experience in accrual and/or cash accounting methods in a school district or as an auditor of school districts

· Experience in constructing and generating financial reports utilizing Infinite Visions (or other school district accounting program) and Excel software

· Outstanding written and oral communication skills; fundamental understanding of payroll; accounts payable and benefit procedures

· Awareness of Social Security and Medicare, Illinois Municipal Retirement Fund (IMRF). and Teacher Retirement System (TRS) rules and regulations. Workers' compensation, liability, and unemployment compensation claim report processing and procedures

· Knowledge of federal and state tax regulations as they relate to public schools

· Awareness of various investment instruments and techniques, such as certificate deposits and collateralization methods

· Experience in proper recording methods related to expenditures, receipts, and asset accounts

· Familiarity with the Illinois Program Account Code

· Certified Public Accountant (CPA) preferred
