  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term vicing appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: EDUCATIONAL SPECIALIST II
    Education: Graduation from an accredited college or university with a master's degree in education with specialization in a subject field appropriate to the area or areas of assignment.
    Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and (2) years in curriculum or program planning, as appropriate.
    Experience Desirable: Leadership, planning and coordination in the areas of assignment and maintaining awareness of developments in curriculum or program areas highly preferable.
    Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Knowledge Desirable: Research on contemporary, innovative instructional models and experience with implementing action research processes.
    Skills/Abilities: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
    Skills/Abilities Desirable: Develop and implement online resources using appropriate online tools (such as Sharepoint, podcasts, VoiceThread, website authoring, Blackboard Collaborate, webinars, and Google Applications); organize/prioritize work and multi-task to maintain an effective work pace under deadlines.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Educational Specialist III of the Learning Support Section, the Educational Specialist II:
    1. Reviews and approves credit/non-credit courses offered in the Department's PDE3 system. Supports PDE3 system course creators, sponsors and instructors on how to create courses, enter grades and submit portfolios in compliance with PD credit guidelines. Approves/disapproves portfolios; marks courses completed; and checks for accuracy of grade, credit, registration status, etc.
    2. Evaluates and monitors the professional development program and assesses and identifies the needs of schools and complexes. Ensure system-wide program implementation and conformance to program standards, established instructional policies, and legal and administrative directions.
    3. Keeps abreast of current and significant research and promising educational activities to support complex area efforts to build capacity and provide opportunities for schools to continuously improve the performance of all students. Work with schools, complexes and state offices to identify needs and design courses to improve educator expertise.
    4. Prepares program plans, annual performance reports, budgets, expenditure plans, agreements, legislative testimony, memos and other documents as required.
    5. Provides consultative services to district, complex, school, and other state office personnel; community groups; and others requesting such services. Works collaboratively with other state, district, and complex specialists to coordinate activities, resources and implementation.
    6. Serves as a liaison between the Department of Education and other State government agencies, community groups, professional organizations, and mainland agencies and organizations.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
