  • TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: COMMUNICATIONS SPECIALIST II
    Education: Graduation from an accredited college or university with a bachelor's degree in communications, marketing or journalism which included coursework in public relations, speech, marketing, advertising and social psychology.
    Preferred Education: A master's degree in education, communications, public relations, business, public administration or related field.
    Experience: Four (4) years of responsible professional work experience in communication, journalism and/or public relations of which one (1) year shall have been in an education program, agency or system.
    Desired Experience: Six (6) years of progressively responsible full-time professional experience with leadership responsibilities for communications, marketing, or public relations, including developing partnerships with business community organizations to promote key messages, preferably related to early childhood.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Communication principles; expository writing; communications media in theory and practice; newswriting and photojournalism; current practices and problems in public relations; writing for public relations; social psychology; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Desired Knowledge: Cultures, history and languages of Hawaii's vulnerable populations; early childhood system and stakeholders; principles, practices and techniques in communications, marketing, and public relations as demonstrated by broad knowledge of the full range of pertinent standards and evolving concepts and methodologies.
    Ability to: Deal effectively with the public and media to provide information and/or make appropriate referrals; draft and edit news releases; communicate effectively with others both orally and in writing; operate computer and other business machines; operate still and video cameras.
    Desired Skills/Abilities: Resolve wide ranging complex problems in an effective, innovative, and timely manner through the use of creative reasoning and logic to accurately determine the cause; interpret ad present information and ideas clearly and accurately; establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Director of the Executive Office on Early Learning, the Communications Specialist II:
    1. Public Relations/Networking: Establishes relationships with public & private entities who have a vested interest in early childhood development & learning. Develops working relationships with agencies and departments including agencies who provide services to young children or help regulate the licensing process through their safety codes and regulations. Works closely with early childhood education & care advocates and educational institutions to increase resources for young children and families in Hawaii.
    2. Communications Plan and Media Strategy: Develops and executes comprehensive communications plans in support of EOEL and the Early Learning Board (ELB) and an overall media strategy for a variety of audiences (including market research, message development, public service announcement production, print, audio, and video content). Cultivates and maintains relationships with the media to generate earned media placements (i.e., news and feature stories, op-eds) of key educational messages and improved coverage of early childhood. Establishes and maintains venues to communicate with early childhood partners, stakeholders, families, and the community.
    3. Gathers, researches, writes, edits and proof-reads content for dissemination in print and electronic formats. Ensures accuracy, clarity, coherence, and consistency of language for all materials. Writes copy for print materials including, but not limited to, ads, fliers, post card mailers, pamphlets, reports, signage, newsletters, and other print collateral. Provides website and social media content and aligns content of print material with information posted on EOEL's website and social media.
    4. Prepares speeches, public statements, and public presentations for the Director and the ELB, as assigned. Advises program staff and partners on media and public relations. Serves as a spokesperson when needed.
    5. Assists with conference/event logistics; assists with award ceremonies and provides team support where necessary.
    6. Takes photographs or videos, as needed.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
