CLASS TITLE : Senior Operations Supervisor, HVAC and Building Automation

REPORTS TO : Manager, Facilities Maintenance

DEFINITION : Under general direction, performs the full range of professional duties required to plan, manage, and coordinate program activities and personnel in the Office of HVAC and Building Automation. Provides advice and guidance to management regarding heating, venting, air conditioning and building automation matters. Performs other duties as assigned.

EXAMPLES OF DUTIES :
  • Supervises the operational and administrative aspects of the HVAC and Building Automation section in accordance with established policies and rules. Plans, prioritizes, assigns, and supervises the work of assigned employees and contractors. Reviews contract documents, project scopes, and schedules to ensure compliance with requirements, standards, and funding allocation.
  • Collaborates with school administrators, department heads, and central office staff to determine their needs as they relate to the HVAC and Building Automation section of the Office of Maintenance.
  • Assists in the development, implementation, and assessment of office goals, policies, and procedures. Provides advice and direction to departmental management regarding contract administration, maintenance and related issues.
  • Develops methods of improvement; proposes organizational, policy, or business process changes to senior management to improve customer services to the schools and other departments.
  • Performs special projects as assigned. Prepares and presents reports. Researches, develops, and communicates recommendations and solutions to issues.
  • Supervises the preparation of construction plans, mechanical drawings, material specifications, and related contract documents. Reviews and comments on contract documents. Reviews proposals for changes, additions, and deletions to contracts. Prepares contract addendums.
  • Supervises and inspects work performed by contractors, vendors, consultants, and in-house staff. Ensures that the work adheres to established schedules, standards, and contracts. Meets with and coordinates project work with school-based administrators, contractors, departmental staff, and others. Facilitates the timely and accurate completion of project work. Evaluates staff and takes appropriate performance management actions as needed.
  • Maintains and reviews records of project progress. Prepares correspondence. Responds to building and equipment emergency events.
  • Prepares and implements short and long-range plans for the preventive maintenance and repair of equipment. Prepares and administers budgets. Researches, gathers, and analyzes cost data. Reviews and prepares reports.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Graduation from an accredited college or university with a bachelor's degree, plus any combination of eight years of experience in commercial HVAC and/or Building Automation services repair, maintenance and installation, three years of which were at supervisory level.
  • Formal training in building automation systems is required.

Licenses and Certifications :
  • Master HVAC License required. Maryland Class C driver's license required.
  • Master Electrician License preferred.
  • Master Gas Fitter License preferred.
  • Universal CFC Certification preferred.

Note : Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.

Knowledge, Skills, and Abilities :
  • Thorough knowledge, skills, and abilities in trades associated with various HVAC and Building Automation projects.
  • Knowledge of the tools, equipment, software, hardware and materials used in HVAC and Building Automation repair, maintenance, and installation.
  • Knowledge of Direct Digital Control and Building Automation Systems.
  • Knowledge of all related codes, safety standards and procedures.
  • Knowledge of facilities management.
  • Knowledge of basic personal computers and office software packages.
  • Skill in the installation, maintenance, and repair of HVAC and Building Automation equipment.
  • Skill in reading and interpreting blueprints, plans, and schematics.
  • Skill in diagnosing and resolving problems with commercial HVAC and Building Automation systems.
  • Skill in managing HVAC and Building Automation systems projects.
  • Skill in supervising in-house staff and contractors.
  • Skill in communicating effectively.
  • Skill in the use of database, spreadsheet, and word processing software.
  • Ability to establish and maintain effective working relationships.
  • Ability to maintain confidential information.


PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The duties of this class require travel to work sites throughout Baltimore County.

CONDITIONS OF EMPLOYMENT :
Persons appointed to this classification are designated as Essential Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency.

Persons appointed to this class are subject to call to duty, and may be required to work beyond their normally scheduled hours with little or no advanced notice. Required licenses must be maintained throughout employment in this position or any others that require them.

SALARY: Grade 08 on the OPE 12 Month Pay Scale ($78,942-$122,044)

FLSA : Exempt

This position is eligible for the Baltimore County Employees' Retirement System

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
