Title: Senior Buyer

Position Summary:
Provides leadership and supervisory assistance in the direction, administration and maintenance of the purchasing card program; Assists the Contracting Department in accordance with applicable Fulton County Board of Education rules and regulations and appropriate state and federal laws

Duties and Responsibilities:

• Coordinates, monitors, and maintains the purchasing card program and procedures to ensure adequate internal controls and safeguards are in place related to purchases made using the p-card
  
  Conducts all training for the p-card
  
  Ensures all purchasing activities, including SPLOST, are in compliance with Fulton County Board of Education and Georgia Department of Education rules, regulations, policies and procedures, and all applicable federal and state laws
  
  Collaborates with appropriate personnel from technical support, finance and customers/users/vendors of purchasing systems to monitor, maintain, and enhance purchasing operations
  
  Applies contract administration principles and practices to monitor contract performance over the life of the contracts and to solve a broad range of problems relating to changes/modifications, clauses, non-performance, and similar problems
  
  Determines priorities, manages workload, coordinates schedules, trains staff, and assist with employee evaluations
  
  Performs other duties as assigned by the appropriate administrator
  

Education and Experience:
Education:

• Bachelor's Degree in a discipline of Business Administration or related field or equivalent experience (2 years of similar work level experience = 1 year of college);
  
  A combination of experience and education may be used to meet the Bachelor's Degree requirement
  

Experience:

• Minimum 4 years of experience as a buyer, a contracting officer, or a similar purchasing related position required;
  
  Purchasing card experience
  

Certification/Licensure:

• Certification in the purchasing profession by a national purchasing organization, or equivalent recognition, such as a federal government warrant as a contracting officer with at least a $1million authority

Minimum Qualifications:

• Knowledgeable in automated purchasing systems and their interrelationship with related systems, such as finance and accounting, inventory control, and materials management
  
  Ability to identify needs and initiate implementation of positive changes to the automated and non-automated purchasing procedures and methods
  
  Must be able to successfully manage multiple tasks, projects, and responsibilities
  
  Ability to apply critical thinking skills in rendering solutions to various issues
  
  Must be able to collaborate effectively with District personnel, the general public, and work with diverse groups of people
  
  Excellent communication skills both written and verbal
  

Salary Information:
Salary Range for 2018-2019

• $59,432 - $70,143

Step placement credit may be granted for up to a maximum of 8 years (Step 9) of prior verifiable experience. Salary placement with Fulton County Schools is non-negotiable. Actual salary placement will be based on Fulton County Board of Education experience calculations from the Non-Teaching Salary Schedule B-235, Executive Scale, Step 1 - Step 9.
