Supervisor of Purchasing and/or Administrative Coordinator

BASIC QUALIFICATIONS:

Bachelor's degree preferred with studies in Business Administration, Public Administration, Purchasing, or equivalent area of study preferred; a combination of training and supervisory experience may be substituted for education; professional certification of either a Certified Public Purchasing Buyer (CPPB), Certified Purchasing Manager (CPM), or Certified Public Purchasing Officer (CPPO) desired; or five years of experience and training that would provide the following knowledge, abilities, and skills:

Thorough working knowledge of the applicable laws, policies, regulations, and other requirements governing the purchasing activities of PWCS.

Knowledge of accounting practices as applied to procurement procedures.

Ability to make and implement difficult procurement and management decisions.

Ability to direct and supervise procurement function, provide technical guidance and leadership for a buying team, and serve as chief contracting officer in the absence of the administrative coordinator.

Ability to plan, organize, monitor, and evaluate the work of subordinate staff performing varied professional procurement functions.

Ability to prepare specifications and to analyze and tabulate bids.

Ability to establish and maintain effective working relationships with all administrators, staff, contractors, and vendors.

Ability to communicate effectively and professionally in oral and written communications.

BASIC FUNCTION/NATURE OF WORK:

This position performs specialized professional and technical work for the procurement and contracting of all goods, services, and construction requirements; performs responsible administrative functions and tasks toward the establishment, maintenance, and compliance of current purchasing policies, regulations, and procedures in accordance with the Virginia Public Procurement Act. Exercises ability to employ innovative processes; makes and implements complex decisions; impartially and objectively awards contracts; supervises, plans, organizes, monitors, and evaluates the technical work of subordinate staff performing various procurement functions. Work is performed with considerable independence and is reviewed by the Administrative Coordinator or Supervisor of Purchasing.

7.5 hours/day

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:

Include, but are not limited to, the following:

  • Works collaboratively with all stakeholders in providing a World-Class Education .
  • Supervises the technical aspect of "buying team."
  • Reviews all requisitions and assigns work to buyer(s).
  • Determines the method of procurement in accordance with PWCS policies, regulations, and procedures, and the Virginia Public Procurement Act.
  • Determines and solicits alternate sources of supply.
  • Posts, issues, and advertises solicitations (Invitations for Bid, Requests for Proposal).

  • Determines and develops appropriate technical specifications, general or specific terms and conditions, and bond and insurance requirements for each procurement.
  • Reviews and verifies solicitation documents for completeness and accuracy prior to issuance.
  • Tabulates and analyzes bid/proposal submissions.
  • Researches, establishes, and maintains term requirement contracts to maximize savings.
  • Conducts pre-bid and pre-proposal conferences, and public bid opening ceremonies.
  • Records appropriate documentation regarding all purchasing information.
  • Completes other duties as assigned.


SALARY:
Hiring Range: $53,400 - $73,137/year ($28.48 - $39.01/hour)

DAYS: 250

FULL TIME/PART TIME: Full Time
