Title: Data Analyst - Human Resources
Reports To: General Director of Human Resources
Supervision: In-direct supervision of HR Assistants
Position Purpose:
Develop and maintain electronic personnel records and reports for the Topeka Public Schools and the human resources office to provide data management and analysis support for the department including design and implementation of databases and reporting systems. Prepare reports, analyze data and make recommendations based on analysis.
QUALIFICATIONS:
AA degree in information management or business administration. Three to five years' experience in relational data base management and analysis. Equivalent experience/education may be substituted for education/experience on a year for year basis. The position requires strong analytic capabilities and skills in using computers as well as the ability to effectively work as a team member and supportively interact with many district clients. Experience with IBM compatible microcomputers, the Windows operating system, and Microsoft office software is required. Knowledge and training in computer science and information management including design of relational databases using products such as Microsoft Access or Microsoft SQL is desirable. Skilled in development of Crystal Reports is required.
Physical/Emotional Requirements: The incumbent may be required to use the below requirements during any part of the working day.
Speaking, hearing, visual, mobility, dexterity, consistency of temperament, multi-tasking, stamina for long hours and stressful situations. Position requires extended periods of time working on a computer and viewing a computer monitor.
Performance Responsibilities:
Board Agenda
Prepare or oversee preparation of and submit the Personnel Agenda on a Weekly Basis
Maintain Personnel Records (Electronic & Paper)
Review input for new employees and transfers
Review input of all staffing changes
Update requested funding changes for employees
Monitor teaching certificate information
(TERMS - troubleshoot and cleanup from conversion)
Application of pay raises
Work with IT to implement raises - certified, classified and administrators
Verify teacher transcripts for movement on the salary schedule
Track longevity increases and teaching experience for staff
Addendums
Code, calculate and track addendums
Input Fringe Cash for Administrators and Retirees
Input In-District Travel for Administrators
Contracts
Prepare Contracts for New Teachers
Work with IT to print contracts for teachers and administrators
Oversee distribution of contracts to the buildings
Oversee processing of contracts (receive signed contracts, file contracts)
Calendars
Create calendars for Administrator and Certified work days
Coordinate the calendars creation in TERMS for all positions
District Directory
Compile and print information sheets from IT and oversee distribution to administrators
Oversee update information on TERMS
Compile and format the directory for printing
Notifications
Oversee distribution of renewal notices for Teaching Licenses
Oversee distribution of notices for people who have incomplete employment files
Reports & Surveys
Complete the KSDE Licensure Report
Provide information on staffing
Complete surveys that involve staffing information
Negotiations
Support the Negotiations Committee with salary schedule information
Field questions from staff on placement on salary schedule & interpretation of the professional agreement
TERMS (Computer System)
Maintain and create Salary Slots, Titles and Positions
Work closely with IT and Payroll to identify solutions for position establishment and payroll situations
Reporting - Develop, produce and maintain a variety of standard reports to include:
Salary, compensation and supplemental earnings
Staffing and year to year comparisons
Classification summaries and detail
Fiscal year comparisons of staffing, compensation, etc
Absences
Separations
Other reports as requested
Terms of Employment:
12 months; salary and work year to be determined by the Board of Education.
Evaluation: Performance of this position will be evaluated in accordance with provisions of the board policy on evaluation of classified employees.
