Job Description :

We are seeking an entrepreneurial self-starter with excellent project management skills to join the Talent Office as a Human Resources Program Manager. The person will report to the Executive Director of Human Resources & Talent Management and play a critical role in the design and implementation of the RISE ( Recognize.Improve.Support.Excel) talent management and development framework and evaluation process.

The Human Resources Program Manager is expected to successfully oversee and/or perform the following responsibilities:

  • Manage the build, design, launch and ongoing management of the RISE talent management & development framework and evaluation process

  • Lead the project management of the strategic goals for RISE as defined in the Talent Office's continuous improvement work plan

  • Drive the cultural and operational transformation to align RISE with talent pipelining, leadership development programs, and succession planning

  • Develop communication and educational tools in partnership with the Communications Office to guide staff and senior leaders in utilizing RISE processes

  • Conduct needs analyses to identify gaps in employee skills and organizational needs that can be addressed through broad-based training

    • Identify and facilitate the delivery of individual and group training aligned with the district vision and goals that addresses staff needs

    • Design courses for delivery in a variety of formats including instructor led, virtual, e-learning, mobile learning and other modalities

    • Identify and secure external vendors as needed to provide training and development programming

  • Collaborate with the Leadership Development Program Manager to develop a talent database and relevant metrics to track talent management programs, outcomes, and career pathing (e.g. program participation, retention, promotion, success planning, etc.)

    • Track, analyze, and report out the aggregate impact and efficacy of talent management & development programs and initiatives identifying gaps and proactively providing solutions to address issues

    • Provide regular updates to senior leadership on the state of talent management in the district (e.g., retention of high performers, development of low performers, etc.)

    • Compile and analyze data to help with budget preparation and training priorities

  • Facilitate talent calibration sessions with leaders and in aggregate to ensure talent decisions are made in a fair, normed and equitable manner

  • Develop and implement training to provide leaders with the skills and coaching to effectively complete ongoing development-focused performance processes

  • Advise on improvements in performance management strategies and approaches

  • Aid in the development of processes and systems to facilitate career development and succession planning

  • Identify best practices from both internal and external to the education sector to implement at CPS to provide and maintain effective talent management initiatives

  • Manage vendor relationships to facilitate the delivery of talent management training and programs

  • Partner with the Compensation Manager to design a merit-based compensation structure to link to the new central office performance management process - RISE including modeling and cost projections

    • Identify and propose non-monetary rewards and recognition options to incorporate into a merit based compensation structure

    • Build a multi-pronged employee recognition/appreciation program

  • Serve as a project lead between the Talent Management sub-teams, IT, and the external vendor to design the format, workflows, and system reporting for RISE

    • Manage the procurement process to scope requirements, assess vendors, and select an software application tool to support RISE

    • Lead template, tool and reporting development in partnership with Talent leadership

    • Create and execute project plans to track deliverables, timelines, and manage stakeholder communications. Revise plans as appropriate to meet changing needs & requirements

    • Ensure projects are executed on time and within budget

    • Effectively manage vendor relationships to achieve overall strategies and goals

  • Collaborate with the Equity Office, Chief Talent Officer, and other senior leaders in the development and launch of both talent and district-wide race and equity strategies

  • Based on organizational needs and best practice, identify, recommend, and implement operational improvements that streamline internal HR processes that in turn increase efficiency, improve service, and drive cost-savings

  • Support Talent Team and organizational leaders on additional projects as required



Type of Education Required:

  • Bachelor's degree in Human Resources, Organizational Effectiveness, Business Management or a related field. Master's degree preferred.

  • Project Management Professional (PMP) certification preferred

  • HR Certification: PHR/SPHR, SHRM-CP/SHRM-SCP preferred



Type of Experience & Skills Required :

  • Minimum of five (5) years of direct human resources experience

  • Minimum of three (3) years of project management experience in a fast-paced work environment.

  • Experience leading large-scale, complex projects with ambitious goals and deadlines requiring significant cross-functional collaboration required

  • Extensive and diversified leadership experience developing and designing large initiatives with varied stakeholders

  • Strong facilitation and communication skills, able to present information to audiences at all levels of the organization

  • Ability to manage relationships at all levels of the organization

  • Self-motivation, dedication and drive to succeed

  • Impeccable judgement, integrity, curiosity and professionalism

  • Comfortable with ambiguity and establishing a direction on one's own, with frequent support but without requiring constant supervision

  • Ability to analyze a problem/question and decide the level of importance and necessary level of intervention or escalation necessary with support

  • Significant project management experience and proven record of building strategic HR programs

Residency Requirement :

As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of his or her CPS hire date and maintain residency throughout their employment with the district.
