   License and Certification Qualifications: Valid Georgia teaching certification required. Valid Georgia leadership certification preferred.

Education Qualifications: Bachelor's degree in related field required. Master's degree in related field preferred.

Experience Qualifications: Five years of successful teaching experience required. Three years of teaching in a Title I school preferred.

Skills Qualifications: Ability to lead and support effective teaching and learning; ability to write reports, business correspondence, and educational procedure manuals; ability to effectively present information and respond to questions from district leaders, teachers, parents, and the general public; ability to interpret a variety of data in written or oral form; ability to complete self-directed projects; ability to build positive relationships with all stakeholders including district and school level personnel, parents, students, and the Georgia Department of Education; and ability to communicate effectively in formal and informal settings. Ability to read, write, and speak a significant minority language in the school system preferred.

Primary Responsibilities: Assist administrators and staff at the district and local schools in the development, revision, implementation, and improvement of cohesive K-12 federally funded programs including the Migrant Education Program.

1. Maintain an in-depth, up-to-date knowledge and understanding of federal program guidance and compliance as written in the Elementary and Secondary Education Act (ESEA) law and federal and state guidance.

2. Maintain an in-depth, up-to-date knowledge and understanding of Title I, Part C, Migrant Education Program (MEP) guidance and compliance as written in the ESEA law and federal and state guidance (eligibility requirements & services available for migrant students and their families) .

3. Lead activities for the development, revision, and implementation of successful Title I school-wide programs, Title I Targeted Assistance programs and Migrant Education programs.

4. Lead Migrant Education Program activities in the areas of parental involvement, program evaluation, professional development, and identification of migrant children.
a. Develop, revise, and implement supplemental educational and support services to assist migratory children.
b. Maintain proper migrant coding for student records.
c. Screen all returning and newly enrolling students for program eligibility.

5. Support schools in determining the most effective strategies and best practices to ensure high levels of students' academic performance.

6. Collaborate with the local contact at each school to monitor the academic performance and individual needs of students identified for migrant services.

7. Collaborate with Assistant Principals to support initiatives to enhance local school federally funded programs and to ensure each school's compliance.

8. Serve as a liaison between the Georgia Department of Education Migrant Program and Gwinnett County Public Schools to ensure compliance with all federal and state requirements under Title I, Part C.

9. Support Title I schools in the development and operation of successful Parent Centers and attend Title I parent meetings as needed.

10. Provide on-going, highly effective staff development to all parent support personnel at Title I schools.

11. Coordinate and Implement Migrant Education Program activities in collaboration with the Parent Advisory Committee.

12. Provide ongoing monitoring and technical assistance to ensure federal programs compliance and effectiveness.

13. Maintain accurate and complete documentation of federal program implementation .

14. Participate in regional and statewide Migrant Education Training.

15. Perform other duties as assigned.
