The Chief of Instructional Leadership Development (CILD) works directly for the regional Director of Student Excellence and is responsible for ensuring a quality education for every student by providing deliberate, purposeful, and collaborative opportunities for professional development and educator coaching for district, school leaders and leadership teams to optimize teaching, leading and learning.

Responsibilities

  • Provide leadership and guidance to district and school leadership teams for developing goals aligned to the DoDEA's missions, beliefs, and priorities.
  • Nurture and sustain a culture of collaboration and high expectations with Center for Instructional Leadership (CIL) staff and district and school leadership teams to build a shared commitment for high student performance.
  • Build capacity, implement and sustain a collaborative coaching approach for district and school leaders to become more reflective practitioners and support their roles as instructional leaders.
  • Provide deliberate and productive opportunities to optimize curriculum, instruction, and assessment practices through professional networks for district staff and school leaders aligned with curriculum standards and programs.
  • Provide oversight and guide effective curriculum integration and innovative application of instruction and assessment.
  • Develop and administer a research agenda to identify, evaluate, replicate, and catalog best practices.
  • Identify training and education gaps, and provide guidance and direction for the development of intervention strategies and professional learning opportunities.
  • Model the use of root cause analysis and identify discrepancies between goals and current status and develop solutions in order to stimulate achievement.
  • Supervise and lead a team of professional educators who serve as consultants, coaches, collaborators, presenters, and facilitators within and across districts

Conditions of Employment

  • You will be required to sign a mobility agreement, be available for worldwide placement, and be willing to rotate to any DoDDS or DDESS location.

  • Individuals hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

General Experience Requirements (5 years): Relevant PreK-12 experience in teaching, educational research, development of curriculum and instructional materials, education assessment and evaluation, professional development, guidance counseling, educational administration, educational technology, or comparable experience which clearly demonstrated success in applying the principles, methods, and techniques of education, and provided familiarity with current developments in PreK-12 teaching, learning, instructional leadership, and professional development.

Specialized Experience Requirements (4 years): Experience in a supervisory position which clearly demonstrated the ability to administer and support PreK-12 school programs and to effectively supervise educators and support professional growth of personnel. Specialized experience must include a minimum of 3 years as a District Superintendent, Chief Academic Officer, Chief of Instruction, Curriculum and Assessment, Assistant Superintendent of Curriculum, Instruction and Assessment.

Education

EDUCATION REQUIREMENT: The course work must have been completed at or accepted by a regionally accredited U.S. college or university.

Doctoral degree in Educational administration, Educational Leadership, Teaching and Learning, Curriculum and Instruction, Educational Research, or another related education field. This education must include coursework in all of the following areas: Instructional Leadership; Supervision of Curriculum, Instruction, and Assessment; Organizational Performance; Human Resources Talent Management/Labor Relations; Communications and Community Relations; Digital Technology for Teaching or Learning/Virtual School; School Data Management and Quantitative Data Analysis; Education of Cultural/Global Diverse Populations; Supervision of Curriculum Professional Development and Design; Leadership and Product Development for Professional Learning; Instructional Design Practices.

OR

Master's degree in Educational Administration, Curriculum and Instruction, Learning and Design (Staff Development), or another related education field AND at least 30 graduate semester hours of additional study in Educational Leadership, Instructional Supervision, and Administration beyond the Master's degree. This education must include coursework in all of the following areas: Instructional Leadership; Supervision of Curriculum, Instruction, and Assessment; Organizational Performance; Human Resources Talent Management/Labor Relations; Communications and Community Relations; Digital Technology for Teaching or Learning/Virtual School; School Data Management and Quantitative Data Analysis; Education of Cultural/Global Diverse Populations; Supervision of Curriculum Professional Development and Design; Leadership and Product Development for Professional Learning; Instructional Design Practices.
