PURPOSE OF JOB: To interface with schools on issues facing the dropout population and communicating the necessary data and reports to schools on a regular basis in order to keep the issues facing dropouts and at-risk youth in the forefront of the respective school's minds in a quantitative and strategic manner in order to decrease dropouts. Work to increase student attendance and achievement through the examination of attendance data and working with the KCPS students and staff-at both the individual and building levels. Utilize office and organizational skills, data organization, record keeping and reporting skills to assure that student withdrawal information is being accurately reported and maintained and serves as an advocate for the student and the student's family.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned.

Create and maintain student files that contain all documents as directed in the procedures regarding attendance/dropout intervention, intake information, student progress and follow-up information reports, records of contacts, which include home visits, referrals, action plans and assessments for each student record.

Investigate any youth appearing to be truant. Identify, apprehend and transport any truant students to their commonly attended school or to a KCPS drop-off facility/location, as determined by, and in accordance with, MO State Statute number 167.071 or City Compulsory Attendance Ordinance #120180.

Be familiar with all KCPS rules and regulations and the Federal, State and City laws and ordinances as they apply to the Kansas City Public Schools.

Assist students, families and school personnel in developing agreed upon documented goals and outcomes for identified students in order to monitor progress and communicate with the appropriate individuals and organizations.

Identify and recover dropout students, including Did Not Enter (DNE) students and place these students in the appropriate educational site or program, as well as assist in the placement, monitoring and tracking of students in any site or program through preventative, transfer out and/or recovery strategies.

Initiate contact and maintain good working relationships with KCPS employees, parents and community partnerships that lead to improved student attendance and performance.

Attend meetings with community-based agencies and assist in the identification and sharing of student data that assists agencies in the tracking and providing of services to low-attending students and dropouts.Obtain 100 hours of professional development and training annually.

Conduct home visits to the residences of students which are not attending school or who are at-risk of dropping out of school.

Analyze and interpret student data (attendance, suspensions, grade failure, etc.) form the student profile report.

Execute weekly, monthly and year-to-date attendance, dropout, and truancy reports or any other data analysis that is assigned and submit on an as needed basis to supervisor using applicable Microsoft Office software or other type of reporting technology.

Serve as a response unit for referrals received by telephone or from the Security Communication Unit.

Function as an integral part of the Multi-Disciplinary Team in an effort to improve attendance, decrease dropouts, and improve graduation rates on both an individual and school level.

Establish, utilize and maintain effective systems of working with students, parents, schools, social agencies and other individuals and agencies needed to assist in resolving attendance issues and problems to increase student attendance and achievement.

Be fully familiar with available community services and opportunities; assists the student, family, and regular school in accessing and utilizing those services.

Serve as an advocate for the student and the student's family, assisting them in identifying the best available resources to help the student become successful in school and in general areas of living.

Create and maintain student files that contain all documents as directed in the procedures regarding attendance case management, intake information, student progress and follow-up information reports, records of contacts, which include home visits, referrals action plans and assessments for each student record.

Work as the school connection among referred student, the regular school, the student's family and any social service organization with which the student is involved to help insure academic success.

Provide information to school personnel to effectively monitor and communicate the KCPS attendance policy and procedures and the State/City Missouri Compulsory Attendance Statutes.

Obtain and use knowledge about the student to facilitate the student's participation and success in educational opportunities offered by the KCPS and provide follow-up services after the student's return to school.

Work at increasing awareness and understanding of home and family conditions gained through home visits that affect the student's attendance and achievement progress in school.

Maintain professional case management and other required paperwork including reports.

Work with culturally diverse population and at-risk students.

Work with school administrators to plan and implement interventions strategies to increase student attendance, reduce dropouts, and improve graduation rates.

Function as an integral part of the Multi-Disciplinary Team in an effort to decrease dropouts on both an individual and school level.

SUPERVISORY RESPONSIBILITIES: None

REQUIRED QUALIFICATIONS:

B.A. or B.S. in Social Work, Education, Case Management or a related field. Two (2) years related experience may be substituted for each year of college.

One (1) year of related experience in a case management, social work or teacher with experience in at-risk student management role

Office skills, including typing (keyboarding), and computer skills with the ability to use Excel, Word, Access, MS Outlook, and other operating systems is required

Must have the ability to conduct assessments and write reports. Incumbent must possess strong verbal and written communication skills in one or more languages

Ability to perform statistical analysis is a requirement, along with problem solving abilities

Must have current drivers license and be eligible for insurance through the KCPS insurance provider

Must be available to work varying hours throughout the day and evenings

PREFERRED QUALIFICATIONS:

Bilingual speaking and writing abilities is preferred in the following languages (Spanish, Somali, Arabic, Vietnamese, Hmong or other languages related to the populations served in the KCPS)

Experience with at-risk student populations

Community-based organization experience

Attendance and student dropout recovery experience

Experience working with multi-cultural populations
