Provides considerable technical accounting assistance for the fiscal management of Federal, State, and Local grants. Assumes daily responsibilities for managing assigned grants and providing necessary internal and external reporting .

Essential Job Functions

  • Reviews and verifies that grant expenditures are in compliance with federal and state laws including U.S. OMB Guidance that encompasses OMB Circulars A-21, A-87 and A-122 and EDGAR. Audits expenditures for allowable costs for each grant as defined in the applicable grant. Ensures compliance with School Board and County policies as it relates accounting, purchasing and travel.
  • Reconciles all revenues and expenditures in financial system for applicable grants. Works in database daily providing detailed, accurate information of each grant's transactions.
  • Provides reports to internal and external stakeholders as required on an ongoing basis.
  • Develops and maintains accurate spreadsheets of individual grant budgets indicating expenditures, encumbrances, amendments, and balances.
  • Balances and maintains on a monthly basis separate control for each portion of grants that have more than one funding source and grants that have more than one department included in the allocation.
  • Completes specialized, individual reimbursement requests for grants in a timely manner on a monthly and/or quarterly basis.
  • Prepares journal entries as needed to ensure grant activities are recorded properly and posted to the General Ledger in the correct accounting period.
  • Ability to coordinate and lead regular periodic meetings with Program Managers regarding grants under their oversight.
  • Attends seminars and workshops related to grant guidelines and requirements to stay informed of changes in financial management and/or new federal regulations/guidance as relates to Local Government.
  • Performs other fiscal duties as assigned.

Qualifications

Considerable knowledge of generally accepted accounting principles, state and federal regulations related to grants, cost accounting, and office operations. Considerable knowledge of grant regulations as to allowable costs, reimbursement requirements and deadlines. Considerable technical skill in writing and developing financial reporting, including life-to-date reports, for grants. Considerable skill in the use of mainframe applications and the use of personal computers utilizing spreadsheets, word processing, database software, and the internet. Demonstrated ability to understand, interpret and apply U.S. OMB Uniform Grants Guidance, EDGAR, Federal and State guidelines and regulations. Demonstrated ability to make accurate mathematical calculations and reconcile reports. Demonstrated ability to work independently, pay attention to detail, and meet strict deadlines. Demonstrated ability to assist other staff members as necessary to meet deadlines. Demonstrated ability to communicate effectively with all levels of personnel.

Requirements:

Bachelor's Degree in Accounting or Business Administration is preferred; 3+ years' experience in working with grants including Federal, State and/or Local funding; or any equivalent combination of experience and training that would provide the required knowledge, skills and abilities.
