REPORTS TO : Executive Director, Business Services Operations

DEFINITION : Directs the planning, development, implementation, and evaluation of all aspects of the transportation program to ensure safe and effective delivery of students to and from their schools and instructional programs in compliance with federal, state, and local regulations and consistent with Baltimore County Public Schools (BCPS) Policies and Rules. Administers all fiscal and staff resources of the office. Develops and implements departmental goals and objectives that align with the Master Plan and Blueprint 2.0 .

EXAMPLES OF DUTIES :
  • Leads and directs the Office of Transportation (OOT) operations and staff.
  • Oversees student transportation eligibility standards for all general education routes and field trip/event transportation. Oversees special service transportation for special education and homeless populations consistent with federal and state requirements.
  • Recommends the opening and closing times for all schools, develops and implements procedures for evaluation of inclement weather and emergency conditions, and routinely makes recommendations regarding school closings and delays.
  • Leads the OOT senior management team in monitoring, assessing and appropriate use of data and information. This includes improving safety, operational effectiveness, efficiency and oversight through advanced uses of technological systems. Improve operational effectiveness through the use of electronic routing for all bus routes.
  • In cooperation with the Division of Human Resources, administers a comprehensive personnel management program in compliance with Board policies, employee master agreements, and applicable laws which includes managing appropriate staffing levels, and staffing oversight.
  • Develops collaborative relationships with internal and external partners that benefit schools and support system priorities including peers across the county, state, and region that oversee transportation programs, roads and highways, facilities, and other related services.
  • Develops, implements, and monitors appropriate program policies and procedures.
  • Leads and actively engages in effective and timely communications with key stakeholders including school administrators, parents, government officials, community members, and the media.
  • Oversees a comprehensive school bus driver training and certification program including administering a drug and alcohol testing program in compliance with US Department of Transportation standards, including maintenance of all records.
  • Leads the business management team to create, modify, and manage the budget to ensure adherence to year-end closing procedures. Provides monthly expenditure projections to the Office of Budget and Reporting.
  • Leads the fleet management and business management teams to provide for the procurement, maintenance, inspection, and disposal of school system fleet including school buses, trucks, vans, sport utility vehicles, and cars.
  • Identifies, certifies, and administers transportation services provided by private contractors.
  • Oversees transportation related facility locations and continually assesses and makes recommendations regarding upgrades to enhance operations.
  • Identifies and provides job-specific training and professional development for staff to maintain and improve customer service and vehicle service while adapting to changing regulations and industry advancements.
  • Serves as a member of the critical incident response team and routinely oversees the assessment and mitigation of critical incidents.
  • Collaborates with BCPS staff and administrators that oversee procurement of transportation goods and services and maintains a general knowledge of contracting processes.
  • Develops and implements an effective system, with the Senior Fleet Supervisor and the maintenance team to ensure vehicle safety and service including assessment programs for vehicles and equipment to include replacement schedules.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :
Education, Training and Experience :
  • Graduation from an accredited college or university with a bachelor's degree.
  • Eight years of progressively responsible experience in the field of transportation and/or school management, five years of which were at the supervisory level.

Licenses and Certificates:
  • Candidate must possess a current, valid state drivers' license and satisfactory driving record. CDL license preferred.

Knowledge, Skills, and Abilities :
  • Thorough knowledge of the principles and practices of student transportation management including public owned and/or privately contracted programs.
  • Knowledge of administering operating budgets.
  • Knowledge of laws, codes, and regulations pertaining to student transportation.
  • Knowledge of the principles and practices of supervision including labor relations with collective bargaining units.
  • Knowledge of technological applications in the industry and general office management.
  • Skill in managing transportation operations.
  • Skill in administering transportation related contracts.
  • Skill in planning, supervising, and evaluating the work of others including administering a progressive discipline program and planning and implementing training and professional development.
  • Skill in administering operating budgets.
  • Skill in communicating effectively with individuals and groups with varying interest and backgrounds.
  • Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and industry-related applications.
  • Knowledge of and skill in data analysis.
  • Ability to effectively adapt operations to changing regulations and other variables.
  • Ability to maintain confidential information.
  • Ability to analyze data to recommend and implement program improvements.
  • Ability to quickly assess and mitigate critical incidents.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. Work of this class involves regular travel to sites throughout Baltimore County.

CONDITIONS OF EMPLOYMENT :
Employee will be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules will include early mornings, nights and may include weekends especially during inclement weather times.

This position is eligible for membership in the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
