Distinguishing Features of the Class
This is an administrative position responsible for the management of a large purchasing program, competitive procurement for materials, supplies and equipment , and the operation of the District's central storage and delivery services. The incumbent assists in the development of, and implements and oversees, purchasing policies, procedures and processes of the School District. Work is performed under general supervision from the Chief Financial Officer, with wide latitude for independent judgment and decision-making. Supervision is exercised over all division personnel.

Typical Work Activities
  • Directs the operation of the School District's Purchasing Division;
  • Oversees the operation of the School District's central storage, distribution and delivery services as well as the inventory for the mail room and fleet operations;
  • Establishes the School District's policies and procedures prescribing the conditions and manner under which materials, supplies and equipment are to be purchased and stored;
  • Recommends and implements efficient purchasing practices;
  • Implements and manages a sourcing strategy which leverages the School District's expenditures;
  • Confers with School District leadership and department heads to review purchasing needs and makes recommendations to meet such needs;
  • Advises the School District on the availability of various products which may prove more economical or effective than those requisitioned and/or in current use;
  • Develops and maintains standard supply lists;
  • Oversees the maintenance of inventory levels and the supply chains including instructional material, and schedules purchases to assure that proper supplies, materials, equipment and services are available as needed;
  • Oversees the placement of orders and expedites deliveries when necessary;
    • reviews requisitions for proper form, approval by department heads and that the items and quantities are reasonable and that the purchases are allowable under the School District's policies and procedures;
  • Interviews, interacts and maintains a liaison with vendors, business representatives and contractors;
  • Develops lists of prospective bidders;
    • obtains competitive bids, tabulates and analyzes bids to determine the lowest and best bids;
  • Reviews and approves vendor bid lists prepared by the Buyers, and checks formal bid specification sheets to insure clarity and correctness of details and proper form;
    • maintains vendor lists, price lists and other reports and data;
  • Presides over all public bid openings;
    • examines bids for conformance with specifications, terms, guaranteed delivery; and availability of parts and service;
    • advises vendors of bid results;
  • Evaluates the economies of and alternatives to repairing, purchasing and leasing the School District's fleet and equipment;
  • Analyzes market conditions and consults trade journals, catalogues, directories and other technical material with respect to market and price conditions;
  • Utilizes and implements technologies to aid in the efficient and cost effective inventory procurement and management;
  • Performs all administrative duties related to the efficient operation of the Purchasing Division;
    • prepares the annual budget for the Purchasing Division and approves payroll;
  • Represents the Purchasing Division at meetings and events;
  • Performs related duties as required.

  • Thorough knowledge of governmental purchasing procedures, municipal and education purchasing laws;
  • Thorough knowledge of supply markets, trade conditions, business methods and purchasing practices in general;
  • Thorough knowledge of procuring supplies, materials, equipment and services to meet the School District's educational needs;
  • Good knowledge of business procedures and equipment;
  • Good knowledge of accounting and budgeting principles;
  • Ability to understand and interpret current studies, best practices, trade journals and literature in the field of educational, industrial and governmental purchasing;
  • Ability to maintain detailed accurate records;
  • Ability to develop request for proposals and bid proposals;
  • Ability to effectively communicate both orally and in writing;
  • Ability to establish and maintain effective working relationships with others;
  • Ability to organize, supervise and instruct staff;
  • Ability to use a personal computer and other technology;
  • Sound professional judgment; integrity; initiative; resourcefulness;
  • Physical condition commensurate with the demands of the position.


Minimum Qualifications
  • Bachelor's Degree from an accredited college or university (any major) and five years of full-time management experience in the large scale purchasing of a variety of commodities and services*;

  • OR
  • Associate's Degree from an accredited college or university (any major) and seven years of full-time management experience in the large scale purchasing of a variety of commodities and services*;

  • OR
  • An equivalent combination as defined with the limits of A and B.

  • *Large scale purchasing of a variety of commodities and services includes such duties as preparing purchasing documents (i.e. requisitions, bid specifications, and related shipping and pricing documents); contacting suppliers to obtain price quotations, descriptions and availability of goods and the expediting shipments; and the actual purchasing of goods and services (placing orders with vendors and the checking and/or receiving of goods).
    Clerical, accounting and bookkeeping duties and responsibilities are not deemed to be purchasing experience.

    Note: Verifiable part-time experience will be pro-rated to meet full-time experience requirements. Proof of education must be presented at time of filing application.

    APPOINTMENT: Appointments are subject to the review of the Board of Education upon the recommendation of the Superintendent following the approval of the City of Buffalo Civil Service Division. Personal interviews shall be scheduled where appropriate.
