Qualifications:
Any combination of education and experience equivalent to a bachelor's degree in facilities or construction management or a related field, plus five years of progressively more responsible experience in construction project planning and management, two years of which shall have been in an oversight or supervisory capacity. Thorough knowledge of the theories and practices of construction management and engineering; thorough knowledge of modern construction practices and methods including design, scheduling, and fiscal and technical administration of major construction projects; ability to review and analyze construction plans and specifications; ability to enforce contractual specifications; ability to train and supervise subordinates; ability to develop and enforce time-lines for completion of projects; skill in the utilization of computer technology to develop databases; ability to establish and maintain effective working relationships with county officials, contractors, and the public; and ability to prepare correspondence and reports.
