Description:

The mission of the Office of Special Education is to eliminate the achievement gap by providing equal access to high quality comprehensive services that support student achievement and family and community engagement. The Director of Special Education Operations and Implementation is a critical role to achieving this mission. As the Director is responsible for assisting in the leadership, management and development of the Office of Special Education, this individual must have the ability to assess a variety of day to day needs and appropriately prioritize. This individual must also work with key stakeholders to execute in a timely manner and with exemplary customer service. The Director will be managing and monitoring multiple tasks/projects that are essential to ensuring effective services and supports are being provided to students with efficiency as measured with data. The Director will work with the Assistant Superintendent of Special Education and the Special Education team to insure that the OSE staff have the skills and resources necessary to provide support to the district's schools and students with disabilities in our district. The Director supports the management of the OSE budget, the financial aspects of the department's grants, assists in hiring and retaining highly qualified staff, and oversees the planning and development of department goals as they relate to the district's goals.

Responsibilities:
  1. Assist the Assistant Superintendent in the coaching, development and management of the Office of Special Education team and day to day activities;
  2. Monitor and develop the OSE departmental budget;
  3. Support a broad range of cross-departmental and external relationships, including Academics, OAG, OELL, and SEL/Wellness, OIIT, OLA, Human Resources, Budget, Facilities, and others to be designated;
  4. Support daily problem solving regarding department, student and school based issues;
  5. Supervise OSE staff responsible for operations and budget;
  6. Manage the operations related to Related Services and ABA;
  7. Participate in OSE strategic planning and implementation;
  8. Oversee the operations end of the IEP Management System
  9. Support the Assistant Superintendent with the oversight of Extended School Year (ESY)
  10. Serve as designee of the Assistant Superintendent representing OSE at internal and external meetings;
  11. Review, update and maintain OSESS-related Superintendent's Circulars
  12. Perform other related duties as assigned by the Assistant Superintendent.
Qualifications - Required:
  • Master's Degree in public policy, law, planning, business, education or related field
  • 3 - 5 years experience in education, non-profit, or private sector demonstrating effective project management and support
  • Excellent analytical, writing, editing and verbal communication skills including:
      • Draft correspondence on behalf of the Assistant Superintendent
      • Create presentations from OSESS to stakeholder groups
      • Support communications with Principals/Headmasters
      • Support problem solving with families
      • Work closely with the Communications Office on various projects
  • Demonstrated ability to advise and negotiate comfortably with individuals at all levels of the organization
  • Ability to prioritize competing demands and work in ambiguity
  • Successful experience working in a team-oriented environment
  • Ability to work flexible schedule requiring occasional nights and weekends based on operational need
  • Current authorization to work in the United States - Candidates must have such authorization by their first day of employment
Qualifications - Preferred:
  • Familiar with schools and public education policy
  • Knowledge of special education regulations, policies, procedures, and practices
  • Experience in one or more specific aspects of the work: legal, instructional, organizational, and operational
  • Bilingual with fluency in reading, writing, and speaking
Terms: Managerial, Tier D. City of Boston Residency Required.

NOTE: School-based managerial employees will work 223 days between July 1st and June 30th each year. The 223 day work-year will include the 180 days in which school is in session, and the additional days will be determined by the employee and the principal or headmaster of the school. This position subject to the City of Boston residency requirement.

School-based managerial employees are not eligible for vacation time or compensatory time. In the event of school cancellation due to snow or inclement weather, school-based managerial employees need not report to work.
