Summary:

Director of Pupil Services and Special Education shall perform those central office duties necessary to support the overall instructional mission of the school district.  Departmental responsibilities include services provided to all district buildings, hospitalization programs and other outside agencies.  Programs include health services, counseling services, school physiological services, gifted education services, ESL services, instructional support services, home/school visitor services, homebound services, and Student Assistance Service.  Other responsibilities including coordinating the district and state standardized testing program, Child Accounting and Central Registration and the Wellness program.

Screening Procedures:

  • Receipt of a completed application, resume and cover letter
  • A minimum of three current written letters of reference from previous or current directors, principal, and supervisors
  • Personal interview

Minimum Requirements:

  • Must have Master’s Degree in a related field from an accredited college or university
  • PA Certification to supervise Special Education
  • Must possess experience in administration and supervision
  • The following are required:
    • PA Criminal clearances
    • PA Child Abuse clearances
    • FBI clearances
    • Physical including TB Test
    • Proof of U. S. citizenship or legal resident alien status

Qualification Requirements:

Knowledge of: 

  • Administration, principles and methods of educational and instructional services models
  • Current educational programs, curriculum, and instructional practices and strategies which assist students with disabilities in securing a quality education
  • RTI model and research based methodologies
  • Teaching and learning theory
  • Day-to-day operations and appropriate support services necessary to assure operational effectiveness of special education programs at all elementary and secondary school sites
  • Principles and practices of management including supervision, training, and performance evaluation
  • Applicable federal and state laws, codes, regulations, policies, and procedures related to students with disabilities

Responsibilities:

  • Responsibility for the day-to-day operations of special education programs
  • Provision of instructional leadership to school sites in the development of quality special education programs and services
  • Provision of guidance and support to school sites in the areas of compliance with state and federal law and district procedures
  • Identification of the needs of the district and development of new programs
  • Monitors the allocation of resources and monitors the use of state, federal and local funds for special education.
  • Development a staffing plan based on student needs on an annual basis
  • Provision of leadership in the informal resolution of complaints and due process issues
  • Ensures effective communication between special education and all stakeholders
  • Supervision of and evaluation of assigned staff
  • Oversee the collection of required data and report preparation for the purpose of submitting and fulfilling reporting requirements
  • Other duties as assigned

  • May be required to lift and carry heavy, bulky supplies and materials weighing up to 20 pounds.
  • May be required to work outside normal working hours.
  • May be required to travel to perform work functions.
