BASIC QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. High school diploma or general education diploma (GED) with additional training in accounting or business administration; five (5) years of work experience in bookkeeping or accounting; at least five (5) years of experience in accounts payables or general bookkeeping; or any equivalent combination of education and experience. The Financial Specialist - Facilities will have significant knowledge of the practices of public-sector accounting, budgeting, and bookkeeping and will be able to follow complex procedures in processing accounting, purchasing, and/or financial documents with minimal supervision within restrictive time frames. The Financial Specialist - Facilities will be expected to perform complex manipulations of data in spreadsheets and databases.

BASIC FUNCTION/NATURE OF WORK:
This is highly skilled accounting work which includes supervisory oversight of fiscal activities, including budgets for construction, major maintenance, and Facilities Services, totaling $100 - $300 million. Position serves as team leader for the financial operations team. The work is performed under the general supervision of the Supervisor of Planning and Financial Services.

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:
Include, but are not limited to, the following:
Works collaboratively with all stakeholders in providing a World-Class Education.
Serves as primary liaison with the Office of Financial Services.
Provides general support on PWCS financial guidelines and required documentation.
Ensures that the Office of Facilities Services is acting in compliance with approved financial policies and regulations, as well as any established procedures.
Financial/Budgeting/Reporting:
Manages Construction, Major Maintenance, and Facilities Services budgets, totaling between $100 and $300 million.
Tracks encumbrances and payments.
Prepares budgets for site-based department budget in excess of $24 million, including affecting changes to department staffing through Performance Budgeting (PB), reconciling positions to budget, etc.
Prepares analytical reports using Microsoft Excel and Access.
Maintains files of documents and records, including accurate historical data on capital project summary reports.
Maintains Chart of Accounts for all managed fund accounts, including Construction, Major Maintenance, Energy Infrastructure Improvements, and Facilities Services.
Prepares all Transfer Budget documents to facilitate approved movement of funds amongst all managed fund accounts, including Construction, Major Maintenance, Energy Infrastructure Improvements, and Facilities Services - General Fund.
Oversees school bookkeepers in managing allocated construction funds for loose furniture and equipment purchases.Management:
Serves as team leader for Office of Facilities Services financial operations team to include bookkeepers and accounting specialists by:
Evaluating and coordinating workloads and responsibilities of subordinates;
Ensuring that all departmental financial processes and procedures are clear and efficient, and are properly communicated and executed;
Modifying processes and procedures undertaken by staff as required for compliance with the needs of the department and the School Division;
Acting to ensure compliance of department with established procedures for Purchasing Card use and reporting; and
Acting to ensure accurate reporting of annual departmental inventory.
Position Control:
Allocates funding, as directed, for new positions, position upgrades, and other position changes.
Reconciles budgeted positions in AMS against full-time equivalents (FTE).
Bond Oversight:
Provides budgetary projections and related information.
Tracks all expenditures for Virginia Public School Authority (VPSA) bonds, totaling upwards of $300 million.
Prepares monthly reports to local government and bond council for reimbursement.
Works cooperatively with PWCS and PWC Financial staff to ensure timely submission of reports and required information.
Ensures compliance with all bond and purchasing regulations.
General Environment
Attends work daily.
Completes other duties as assigned.
SALARY:
Hiring Range: $44,517 - $60,965/year ($23.74 - $32.51/hour)
