FLSA STATUS: Executive

TERMS OF EMPLOYMENT: As outlined in the contract for services

SALARY: Commensurate with Education and Experience

QUALIFICATIONS:

1. A minimum of 3-5 years of in-depth preparation in evaluation and supervision of Special Education programs and of implementation of pupil personnel services.

2. Must be a qualified Teacher and Principal Evaluator

3. Illinois Administrative Licensure

4. Administrative Certification with Director of Student Support Services endorsement listed preferred.

5. Demonstrates excellence in oral and written communication.

6. Must be able to interpret policy, procedures, and data.

7. Must meet any additional qualifications set by the District

POLICY RESPONSIBILITY:

The Director of Student Support Services is responsible for implementing the policies of the district Board of Education, the Illinois State Board of Education, and the Individuals with Disabilities in Education Act.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

The Director of Student Support Services is responsible for planning, implementing, monitoring and evaluating all aspects of special education programming, pupil personnel services, and culture and climate in the district.

A. Leadership

Authority/Responsibility: Perform leadership and management activities relative to the special education programs and pupil personnel services in the district.

Representative Activities

1. Assess overall implementation of special education programming for the district and recommends program improvements.

2. Collaborates with district and building administrators on matters related the oversight and provision of special education services.

3. Serves as a member of the SPEED special education cooperative administrative representative team.

4. Assists principals and pupil personnel staff with the development of student academic and behavioral plans, programs, assessments, and analysis of data and recommends programs improvements.

5. Respond to discipline and academic concerns and conduct parent conferences as needed.

6. Oversight for Alternative School Programs.

7. Oversight for Administrative Council.

B. Program Compliance

Authority/Responsibility: Identify, recommend and supervise compliance matters related to special education services for the district.

Representative Activities

1. Maintains awareness of policy and legal issues relative to the Individuals with Disabilities in Education Act and Section 504 of the Americans with Disabilities Act.

2. Coordinates implementation of local, state, and federal guidelines relative to child find, special education programming, and related services to students.

3. Monitors and ensures that students are educated in the most appropriate educational environment.

4. Articulates compliance guidelines to district personnel.

5. Maintains data compilation as required for the IDEA grant, part B.

6. Monitors all of requirements for the IDEA grant, part B.

7. Oversees and coordinates placement of special education students in low incidence and other off campus education placements.

8. Coordinates provisions of necessary related services to special education students.

9. Serves as district coordinator of 504 planning, ESL services, homeless services, home schooling, medicaid reimbursement, and homebound instruction.

10. Ensures that all special education students receive a free and appropriate public education.

C. Pupil Personnel Services

Authority/Responsibility: Works directly with the principal and pupil personnel staff to create a positive, learning environment focused on students and student success.

Representative Activities:

1. Meets regularly with campus pupil personnel teams using attendance, grades, DEA, EPAs data and ECRA data to monitor student progress.

2. Monitor school data on short-term and long term suspensions.

3. Coordinate with community agencies to address the needs of schools and their students.

4. Provide consulting and coaching service related to student management and/or discipline strategies.

D. Teaching and Learning

Authority/Responsibility: Oversees and coordinates the development, implementation, and evaluation of all special education instruction in the district.

Representative Activities

1. Supports and oversees the development and implementation of special education curriculum, provisions for materials and technology for special education students, giving attention to math and reading as identified on our corrective action plan (NCLB).

2. Ensures that appropriate IEPs are developed for all special education students.

3. Evaluates effectiveness of special education programs.

4. Works collaboratively with the Assistant Superintendent for Teaching and Learning to plan and implement appropriate professional growth opportunities to familiarize special education and regular education personnel with best practices to provide services to special education students.

E. Personnel

Authority/Responsibility: Assists the Director of Human Resources in the recruitment, supervision, and evaluation of all special education personnel.

Representative Activities

1. Assists in the annual determination of special education staffing needs.

2. Assists in the coordination of interviews and recommendations for special education personnel hiring.

3. Assists in the formative and summative evaluation of special education personnel.

4. Assists in the assignment of special education personnel to appropriate areas of needs.

5. Maintains communication with special education personnel relative to current special education policies and procedures.

6. Supervises and evaluates Building Student Support Services staff

7. Supervise and evaluate district special education office personnel.

F. Budget

Authority/Responsibility: Recommends and supervises expenditure of designated budget for special education programs.

Representative Activities

1. Determines budget needs and develops budget for all special education programs.

2. Develops IDEA, part B grant application and oversees grant-related expenditures.

3. Coordinates data collection and record keeping for state and federal reimbursement programs related to special education students and personnel.

G. Complaint Officer

Authority/Responsibility: Respond to complaints for the district.

Representative Activities

1. Ensure that all students are provided due process when applicable.

H. Culture and Climate

Authority/Responsibility: Collaborate with Culture and Climate Coordinators

Representative Activities

1. Coordinate all District Hearings

2. Coordinate Student Handbook

3. Participate in student disciplinary hearings

4. Work with Assistant Principals and Culture and Climate Coordinators to oversee the Restorative  Justice process and build the program
