Director of Capital Operations

The Director of Capital Operations provides oversight, planning, and management for Chicago Public Schools (CPS) Capital Planning and Constructions. This individual will be responsible for vendor management and support the Director of New Construction, Director of Planning and Design and Director of Construction Renovation and assist in delivering capital work on time and on budget. Additional responsibilities include assisting in developing a 1, 5 and 10 year capital plan

Key Responsibilities:

  • Manage the Program Management contract to ensure that the right resources are being deployed to deliver the program and validate that key performance indicators are being met.

  • Support the Renovation and New Construction team management of projects which include supporting the development of designs, attending stakeholder meetings, bidding procedures, construction management, and the development of schedule and budget.

  • Manage all vendor contracts such as general contractor, architect of record, etc.

  • Manage all contracts to ensure MBE/WBE goals are being achieved.

  • Interface with the Unions on any issue that arise.

  • Interface with the Procurement and Law department in the development of RFPs, RFQs and contracts

  • Develop documentation for the Board's Approval on all potential contracts.

  • Assist in the development of the Capital Budget

  • Provide support to the team on requests for bid proposals, assists in the preparation of bid documents opening of bids, evaluation of bids, and making recommendations.

  • Provide support in the development of budgets and schedules at the program and project level.

  • Provide support in responding to RFIs, change orders and any other site issue.

  • Provide support when an emergency occurs at a CPS site.

  • Work will all governmental agencies; building department, fire department and any other agencies that interface with CPS projects

  • Collaborate with other CPS departments (e.g., Facilities) regarding all facilities related management and initiatives.

  • Attend zoning, building department or City Council meetings as needed.

  • Manage communication with principals and key stakeholders around projects, initiatives and vendor program changes.

  • Oversee the District's compliance with all regulatory programs

  • Provide support to Real Estate and Property Management.

  • Monitor the internship program



Type of Education Required:

  • Bachelor's Degree in Business, Engineering, General Construction, Architecture, or a related discipline or a combination of education

  • 10 years of experience related to this position.



Type of Experience and Number of Years Required :

  • Minimum 7 years of capital planning and construction experience

  • Minimum of 3 years senior management

  • Experience in management of multiple large scale projects



Required Qualifications :

  • Knowledge of Construction practices: building codes, fire and safety codes.

  • Experience in project management for building planning, design and construction

  • Fiscal and budgetary experience in the hundreds of millions as well as planning expertise

  • Excellent written and oral communication skills and a proven ability to engage fully with peers,

  • Excellent organizational and delegation skills

  • CPS employees are required to be actual residence of the City of Chicago within six months of beginning employment, and are required to maintain Chicago residency throughout employment.
