JOB TITLE : Director, Innovation and Digital Safety

REPORTS TO : Executive Director, Innovative Learning

DEFINITION : Ensures that instructional technology programs address and support system-wide goals and priorities. Provides leadership and support to schools and offices in the planning, coordination, administration, and implementation of instructional technology programs and services. Provides expertise, guidance, and consultation regarding all matters related to data privacy and digital citizenship. Ensures that data privacy considerations are integrated into instructional programs. Performs other duties as assigned.

EXAMPLES OF DUTIES :
  • Provides leadership in collaborating with all curriculum offices in integrating technology and innovative learning programs into the PreK-12 curriculum based upon the Maryland College and Career Ready Standards.
  • Provides leadership in the planning, delivery, and assessment of instructional technology initiatives and programs.
  • Provides leadership, in collaboration with other departments in the Division of Curriculum and Instruction, as well as the Department of Organizational Effectiveness, in the design and implementation of new delivery systems for instruction and professional development using instructional technology and innovative learning to meet system-wide goals.
  • Provides leadership in the implementation of a process for identifying, evaluating, selecting, and integrating innovative learning software and Web-based resources for schools and curriculum offices.
  • Facilitates communication between the Office of Innovation and Digital Safety and all schools, the community, other educational institutions, and professional organizations.
  • Develops partnerships with external agencies and community stakeholders to support instructional technology initiatives.
  • Provides guidance and assistance in the development, implementation, and maintenance of data privacy policies, rules, and procedures pertinent to instruction, in coordination with curriculum and instruction and information technology leadership and the Superintendent's Steering Committee on Safety in Technology and Data Privacy.
  • Reviews all instruction-related data privacy requirements to ensure alignment with security and privacy practices. Acts as a liaison between the Division of Curriculum and Instruction and the Department of Information Technology, and the Department of Research, Accountability, and Assessment.
  • Coordinates the BCPS Data Governance Committee and the processes of data stewardship.
  • Provides leadership, in collaboration with curriculum and instruction, organizational development and information technology staff, to deliver privacy training to all administrative and instructional employees.
  • Serves as the data privacy consultant to all departments, divisions, and entities within the school system in regards to instruction.
  • Maintains current knowledge of the trends in privacy policy, educational technology, privacy technology, and risk and threat assessment.
  • Provides guidance to and acts as a resource for executive directors, central office staff, and school-based staff regarding data privacy in regards to instruction.
  • Selects, trains, coordinates, assigns work to, delegates responsibility to, supervises, and evaluates staff within the Office of Innovation and Digital Safety.
  • Oversees the library media programs and services including the facilitation of public information and support for school library media programs and services and representation of the school system in collaboration with government, private agencies, and professional organizations.
  • Remains current in research and development concerning the effectiveness of technologies that impact instruction and student achievement and shares relevant information with BCPS stakeholders.
  • Provides leadership on the Learning Management System regarding professional development, strategic planning, and process development.
  • Promotes current instructional technologies and best practices.
  • Develops and implements program budgets.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Graduation from an accredited college or university with a master's degree in educational administration, instructional technology, or a related field.
  • Five years of years of progressively responsible leadership/management experience in the education field, which included experience with instructional initiatives, curriculum development, and professional development.
  • Three years of successful teaching and/or leadership experience that included experience in technology implementation in an educational setting is preferred.

Licenses and Certificates :
  • Possession of, or eligibility for, a Maryland Advanced Professional Certificate with an Administrator I endorsement is preferred.

Knowledge, Skills, and Abilities :
  • Knowledge of innovative learning practices as it relates to school improvement, improved instruction, and student achievement.
  • Knowledge of privacy-related laws, policies, procedures, and current trends in privacy protections.
  • Knowledge of current trends and practices in education technology, information management systems, and social media.
  • Thorough knowledge of curriculum development and implementation.
  • Knowledge of and skill in the use of database, Internet, spreadsheet, word processing, presentation, and related applications.
  • Knowledge of and skill in data analysis.
  • Outstanding human relations skills.
  • Skill in collaborating with administrators, teachers, curriculum specialists, and other educational stakeholders.
  • Outstanding oral and written communication skills.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. Work includes frequent meetings with and travel to school, district, and state sites. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

CONDITIONS OF EMPLOYMENT :
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
