Job Summary

Fast paced, highly technical work assigning, monitoring, and coordinating the receipt, transmission and dispatch of emergency calls, information and messages, and the dispatch of school police personnel and equipment. Work is learned through training and considerable on-the-job experience. Schedules daily work by assigning, monitoring, and evaluating the work of subordinates. Communicates with subordinates, police officers, emergency and non-emergency callers. Work is performed in call center environment which is stressful due to the necessity of quick response and appropriate action during multiple emergency situations. Employees in this class work shifts to cover Hours of operation are 24 hours per day, 365 days a year.This class lies above that of Police Emergency Communications Officer.

1. Supervises personnel engaged in the receiving and transmitting of emergency and non-emergency calls, information and messages, and the dispatching of school police personnel and equipment.

2. Develops, maintains, and delivers training to subordinate employees in techniques, procedures, and rules and regulations of the Duval County School Police Department.

3. Interviews, makes selection recommendations, assigns, monitors, reviews, and evaluates the work of subordinate personnel.

4. Schedules personnel work, overtime, annual leave, sick leave, and training, while maintaining minimum staffing levels. Maintains attendance records and provides pass down information to shift personnel.

5. Counsels subordinates and recommends disciplinary actions.

6. Reviews and recommends updates to policies, procedures, and directives.

7. Operates computer terminals, various related software applications, zone radios, NCIC and FCIC terminals and radios, telephones, cameras and other related communication and recording equipment.

8. Checks equipment condition, troubleshoots, and performs general maintenance including backup generator and backup radio systems for operability.

9. Prepares and submits various reports including equipment repair, inventory, and work orders.

10. Investigates and resolves employee and citizen complaints.

11. Performs related duties as required.

Qualifications

Open Requirements: Ability to read, write and speak English clearly. Must have had at least three (3) years of experience (prefer five (5) years) in receiving and/or dispatching calls for a public safety agency, two (2) years (prefer three (3) years) of which must have been for a Police Department. One (1) year of supervisory experience preferred. Requires the ability to work overtime with little or no notice and on call status. Hours of operation are 24 hours a day, 365 days a year.

Promotional Requirements: All permanent employees who have served for two (2) years in the class of Police Emergency Communications Officer may apply.

Licensing/Certification/Registration:
  • A State of Florida Certification as a 911 Public Safety Telecommunicator is preferred.
  • Florida/National Crime Information Certification (FCIC/NCIC) is preferred.

Note: The probationary period for this class shall be one year.

Knowledge, Skills, and Abilities (KSAs)
  • Knowledge of policies and procedures applicable to emergency communications center personnel and equipment
  • Knowledge of Federal Communication Commission Rules and Regulations as relates to public safety radio and telephone equipment
  • Knowledge of the City of Jacksonville's geography
  • Knowledge of Florida Department of Law Enforcement CJIS rules and regulations
  • Knowledge of the Florida DHSMV DAVID system rules and regulations
  • Knowledge of applicable union contracts and Civil Service and Personnel Rules and Regulations
  • Knowledge of techniques and methods of adult education
  • Knowledge of intruder/fire alarm processes
  • Strong oral, written, and interpersonal communication skills
  • Strong word processing, spreadsheet, and database skills
  • Ability to assign, monitor, coordinate, and evaluate the work of subordinates
  • Ability to read, interpret, and apply technical written materials
  • Ability to remain calm and exercise good judgment in handling emergency calls and complaints
  • Ability to operate computer terminals, related software applications, radios, telephone, camera and other related communication and recording equipment
  • Ability to observe multiple activities at the same time
  • Ability to apply knowledge of the operations and procedures of the School Police Emergency Communications Center
