RESPONSIBILITIES

SUMMARY: Supervise all assigned school bus drivers and bus assistants. Ensure all bus routes and trips are completed with available resources.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Supervise, assign work to, and evaluate all assigned school bus drivers and bus assistants.

Develop and maintain routes to include General Education, Special Education, placed out of district, programs, athletics, and specials/activity trips. Routes must meet all established laws, policies, and procedures while ensuring safety and efficiency, Monitor and maintain existing routes to evaluate safety, efficiency, and changing district demographics.

Monitor phones and 2-way radio system to cover route problems, emergencies, accidents, breakdowns, weather and road conditions, route changes, and employee or public concerns.

Communicate professionally with Transportation department and school personnel, district administration, and community members. Respond to, identify, evaluate, and resolve questions, concerns, and complaints.

Assume responsibilities of Transportation Director in his/her absence and/or when required. On call for after-hours and weekend
emergencies.

Coordinate all aspects of specials/field trips including approving web trip requests, scheduling, assigning, awarding, and preparing bill/invoice information for both in-district and out-of-district transportation. Use specialized computer software for weekly assignment and daily reassignment of drivers to ensure proper coverage, needed equipment, and to minimize overtime. Meet with personnel from various departments; attend in-district meetings at schools to represent the interests and concerns of Transportation. Represent the district in a professional manner at meetings, conferences, and seminars.

Supervise, train, counsel, evaluate and advise employees. Assist Director with employee interviews.

Develop and refine transportation procedures to provide improvement to operations, efficiencies, and customer service.

Audit and approve employees' daily payroll entries into an automated system. Monitor absenteeism and tardiness, and maintain records and reports.

Enter data into Jeffco systems, correct data as needed, and provide analysis and input/recommendations for data improvement, data process improvement, and data quality metrics.

Implement and comply with Board policy; District policy and procedures; and state and federal regulations pertaining to school bus transportation.

Frequently required to respond to emergency situations, determine response requirements, assess relative priorities, and act in accordance with established procedures.

Assume school bus driving/assisting positions when necessary.

Perform other duties as assigned.

EDUCATION AND TRAINING: High school diploma/GED required and completion of safety and driver training workshops; customer service and supervisory training seminars; and CSPTA Summit.

EXPERIENCE: Three years' experience in school bus driving or school bus dispatching. Five years' in school bus transportation or related work preferred.

SKILLS, KNOWLEDGE, & EQUIPMENT: Completion of Jefferson County Transportation Training Program. Requires analytical and organizational skill, excellent oral and written communication, and phone etiquette. Must have strong public relations, problem solving, and conflict resolution skill. Requires basic computer and software skills (Microsoft Office Word and Excel) at time of hire. Prefer experience with current Transportation Department specific software such as Transfinder, T.O.M., Zonar, 247Security, Infinite Campus. Must be proficient within 3 months of hire.

CERTIFICATES, LICENSES, & REGISTRATIONS: Commercial Driver's License (CDL) class B with SP2 endorsements. First Aid/CPR/AED certification, and Department of Transportation Physical Card (must pass to be hired and every two years thereafter), subject to random/post-accident/reasonable suspension drug and alcohol testing. Must pass annual written Colorado Department of Education driver test and annual driving assessment.

SUPERVISION/TECHNICAL RESPONSIBILITY: Spends 51%-75% of time conducting supervisory responsibilities. Directly supervises 75 - 115 employees in the Transportation Department. Positions supervised include regular and substitute Bus Drivers and regular and substitute Transportation Para-Professionals. Act as the sole supervisor at both the beginning and end of each business day in the absence of the Transportation Director. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include preparing documentation used in discipline and/or termination; training employees; serving as a resource for school administrators, general public, drivers, and assistants; and occasionally interviewing candidates for new hire and promotions.

CONTACTS: Daily contact with persons in same work unit/building to negotiate controversial or confidential matters, and with parents, general public, and persons outside department/building (e.g., principals, teachers, and administrators) to resolve problems. Occasional contact with students to provide a service, and with Special Education request applicants to furnish or obtain information. Occasional contact with Social Services or Community Center to maintain relationships.

SAFETY TO SELF AND OTHERS: High exposure to self to repetitive motion injuries due to key boarding. Medium exposure to self to bruises due to typical minor office environment accidents. Low exposure to self to cuts due to office supplies, and to burns due to presence in the shop. Low exposure to self and passengers to fractured bones, hernia, loss of limb, disfigurement, and fatality due to traffic accidents when assume bus driving positions.

PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to walk and reach with hands and arms. The employee is occasionally required to stand; climb or balance; stoop, kneel, or crouch; and taste or smell. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close, distance, color, and peripheral vision; depth perception; and ability to adjust focus. Work day is rotating shift; start times vary from month to month.

WORK ENVIRONMENT: While performing the duties of this job, the employee is frequently exposed to fumes or airborne particles. The employee is occasionally exposed to moving mechanical parts, toxic or caustic chemicals, outside weather conditions, risk of electrical shock, and vibration. Protective gloves may be used. The noise level in the work environment is usually moderate to high.

MENTAL FUNCTIONS: While performing the duties of this job, the employee is regularly required to communicate, coordinate, instruct, compute, synthesize, use interpersonal skills, compile, and negotiate. The employee is frequently required to analyze and evaluate. The employee is occasionally required to compare and copy.

JUDGMENT AND DECISION MAKING: Typically, work is self-directed; however, non-routine duties are assigned by the Director. Requires application of job knowledge, experience, and procedures to successfully schedule routes and drivers; complete supervisory tasks, resolve route problems and public complaints; and provide emergency or accident assistance to drivers and assistants. Errors in decision making and relaying instructions to drivers could lead to route delays and injury to passengers. Decision making requires collaboration with school administrators, Service Technicians, parents, other Transportation department employees, Jeffco Safety & Security, law enforcement or first responders. Director is occasionally involved in decision making. Work is guided by District policy and procedures, Transportation Department employee handbook, School Board policies, Negotiated Agreement, and state and federal laws.

DIVERSITY OF DUTIES: Duties require cross-training in driving a school bus, management skills, first aid procedures, conflict management skills, passenger management skills, and knowledge of area roads and highways. Duties and actions impact students, parents, Bus Drivers, Transportation Para-Professionals, and school administrators.
