  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term probationary vice appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: DISTRICT EDUCATIONAL SPECIALIST II
    Training: Graduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.
    Preferred Education: Graduation from a regionally accredited college or university with a master's degree in special education or related services or a law degree.
    Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
    Preferred Experience: Previous year(s) of experience as a DES in Special Education (or its equivalent) that included implementation and compliance with federal and state laws, such as the No Child Left Behind Act of 2001, IDEIA 2004, Section 504 of the Rehabilitation Act, and/or other subject matter pertinent to the area of assignment.
    Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; principles of learning and individual differences; tests and measurements; purposes, methods, and materials pertaining to one or more subject matters and/or program area(s) of assignment; laws, rules, regulations, and administrative procedures pertaining to the area(s) of assignment.
    Ability to: Provide leadership, planning and coordination in the areas of assignment at the district level; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments and devices appropriate to one or more subject matters and/or program areas of assignment.
    Desired Skills/Abilities: Oversee, analyze, and evaluate plans, programs, educational or contractual law, and collective bargaining unit agreements.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Complex Area Superintendent of the Campbell-Kapolei Complex Area, the District Educational Specialist II:
    1. Plans, organizes, coordinates, monitors, and assists in the evaluation of Special Education and related programs under the Individuals With Disabilities Education Improvement Act (IDEIA) in the CK Complex Area (CA) and, in applicable situations, for LD in general (such as speech pathologists). Maintains comprehensive and statistical data records pertaining to Special Education and related services' programs and support. Prepares short- and long-range plans and projections pertaining to staffing, budgeting, program establishment, and program emphasis. Plans, organizes, and recommends establishment of Special Education classes in CK CA.
    2. Maintains effective liaison relationship with CK CA schools, parents, community groups, public and private agencies, other LD Special Education District Education Specialists (DESs), and other applicable state and district offices as they relate to Special Education and related services. Coordinates, monitors, and implements matters relating to Hawaii Administrative Rule Chapters 19, 34, and 60 and federal mandates; serves as a resource to the CK CA in these areas for Special Education and related services.
    3. Coordinates the approval and review of IDEIA projects, is responsible for disbursement of state and federal funds and the distribution of Special Education-related personnel to schools based on the state allocations. This includes preparing budget requests, expenditure plans, identifying project needs, and allocating contracted services funds, summer Individualized Education Programs and Extended School Year (ESY) programs, and other federal funds allocated for Special Education for CK CA. Plans, develops, disseminates, and evaluates district and CK CA directions associated with Special Education based on federal and state laws, policies, and guidelines.
    4. Provides appropriate consultative and technical support to CK CA staff, schools, and EOs on Special Education legal matters including prepping personnel for due process hearings and testifying in these hearings, as applicable. Prepares reports and communications needed to implement Special Education in CK's schools. Plans, approves, and monitors regular SY and ESY Special Education programs within CK CA. Recommends certifications for teachers applying for Home-Hospital Instruction and administers this program within the CA. Reviews transportation requests for eligible students in private schools who receive contracted services under IDEIA. Coordinates procurement contract for speech and other required contracted services.
    5. Supervises Special Education resource teachers, itinerant teachers, adaptive resource teachers, Alternative Center teachers, off campus Special Education teachers, providing assistance to these teachers as a resource to CK EOs. Supervises a secretary, office assistants, communications aides, district's speech/language coordinator and speech pathologists, and Leeward District Annex custodians. Coordinates, develops, conducts, and/or participates in in-service training relative to Special Education and related services for CA and school personnel; interprets program areas to the community and other agencies.
    6. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
