  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: DISTRICT EDUCATIONAL SPECIALIST II
    Training: Graduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.
    Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
    Experience Desirable: Five (5) years of progressively responsible behavioral/mental health leadership, program planning, developing community school partnerships and work experience with public schools.
    Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; principles of learning and individual differences; tests and measurements; purposes, methods and materials pertinent to one or more subject matters and/or program areas of assignment; laws, rules, regulations and administrative procedures pertinent to the areas of assignment.
    Knowledge Desirable: Knowledge of DOE?s CSSS, School-Based Behavioral Health (SBBH) processes and guidelines, delivery of mental and behavioral health interventions and supports on a school campus, as well as Individuals with Disabilities Education Act (IDEA), Section 504, Hawaii Revised Statutes (particularly Chapters 19, 60 and 61), Common Core Curriculum. Knowledge of school association models that include the American School Counselor Association (ASCA), School Social Work Association of America (SSWAA), National Association for School Psychologists (NASP), PBIS and other national associations for systems of care and school mental health.
    Ability to: Provide leadership, planning and coordination in the areas of assignment at the district level; communicate effectively with others both orally and in writing; operate a computer and other business machines; use tools, equipment, instruments and devices appropriate to one or more subject matters and/or program areas of assignment.
    Skills/Abilities Desirable: Deal effectively with federal, state and department officials, as well as with community and state agency partners and stakeholders to accomplish program goals and objectives.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Complex Area Superintendent of the Nanakuli-Waianae Complex Area, the District Educational Specialist II:
    1. Leadership and Direction: Works with the HI AWARE Project Director and HI AWARE-SCT Program Manager to ensure that the goals of the HI AWARE-SCT project are achieved in the complex area. Build and sustain state and community partnerships that result in a seamless system of mental health supports in schools by engaging school personnel, youth, families, community, state and local stakeholders, and, Provide students and families access to supports and interventions for social, emotional and behavioral needs in a timely manner.
    2. Cross-agency Collaboration and Integration of Services: Works with project leadership to enhance cross-agency collaboration and integration of services by developing and implementing a coordination and integration plan (CAIP) for the complex area. The plan calls for the revision of policies and procedures to facilitate service coordination and integration, and coordinated planning across all child-serving systems in the state.
    3. Coaching and Consultation: Coaches and works with complex area schools to facilitate the development and implementation of a training program that is based on the nationally recognized YMHFA curriculum and targets youth with social, emotional and behavioral challenges. Works with the project director to coordinate the contracting of Consultants to provide services that support, enhance and sustain the multi-tiered PBIS framework in complex area schools.
    4. Project Management: Works with project leadership to ensure that the School Climate Transformation grant implementation activities in the complex area are on-time, on-budget, meet intended goals and objective, and that an evaluation component is in place in the complex area to support continuous improvement. Works with project leadership to develop plans to sustain progress beyond the end-of-grant funding and a third-party billing infrastructure.
    5. Prevention and Mental Health Promotion: Works with project leadership to expand the usage of the DOE's multi-tiered continuum of behavioral support framework by developing and implementing behavioral health promotion and mental illness prevention strategies in the complex area. Provides leadership, guidance and support in implementing mental health initiatives, integrating school-wide behavioral initiatives, multi-tiered systems of support and program development, training, and the Youth Mental Health First Aid (YMHFA) curriculum across complex area schools.
    6. Youth and Family Engagement and Empowerment: Works with project leadership to enhance school climate by integrating the Project HI AWARE and SCT grants for the complex area. The project increases youth, family and community awareness of social, emotional and behavioral (SEB) challenges and engages them in planning and implementing youth violence prevention strategies and anti-bullying initiatives. Establishes, leads and supports School Climate Teams and coordinates training on youth-family-community engagement and empowerment at complex area schools.
    7. Screening and Early Identification: Provides leadership in developing and implementing early identification systems and a referral system across all three tiers in complex area schools.
    8. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
