The Chicago Public Schools (CPS) has set ambitious goals to ensure that every childin every school and every neighborhoodhas access to a world-class learning experience.

The mission of the Office of Diverse Learning Supports & Services is to support activities designed to accurately identify students with disabilities, and provide them with the specialized instruction and services they need to meet their individual educational needs.

The Manager, Nonpublic Residential Programs and Services will be responsible for providing oversight and guidance to nonpublic schools and IEP teams to develop IEPs that follow best practice standards. The Manager, Nonpublic Residential Programs and Services will be held accountable for the following responsibilities:

  • Serve as the District Representative at IEP team meetings.



  • Monitor the implementation of procedures and IEP-required services and adherence to best practice standards and protocols



  • Be part of a team to review data, engage in strategic discussions and follow-up activities; participate in school walkthroughs, as needed.



  • Troubleshoot major diverse learner service issues that ensure all students are receiving Free Appropriate Public Education (FAPE)



  • Function as liaison for the District between residential facilities, nonpublic facilities, ISBE and CPS schools



  • Consistently maintain quality interactions with teachers, students, parents, and the larger community



  • Maintain and protect the rights and confidentiality of others



  • Manage fiscal and physical resources responsibly, efficiently, and effectively in alignment to Residential Placement Board Report



  • Monitor and approve student attendance through ongoing contact with Nonpublic schools and use of the KAMPS data system to ensure accurate CPS reimbursement claims to ISBE



  • Support effective transition services for students in and out of nonpublic schools and residential facilities

  • Reconcile and update student transcript information in CPS' Student Information Management System (SIM)

  • Complete all necessary ISBE forms, including the ISBE 34-37 Form, and reports pertaining to the residential placement of students to ensure ISBE approval and reimbursement

  • Ensure assigned caseload of students receive and complete necessary District and State Assessments

  • Collaborate with school level-leadership to remain informed about school-wide instructional decision-making to ensure the needs of diverse learners are met

  • Provide support regarding all other special education issues

  • Maintain knowledge regarding funding sources for students in residential and nonpublic placements, including but not limited to the ICG Grant

  • Ability to manage and analyze data collection related to ODLSS Nonpublic School performance metrics

  • Schedule, organize and attend all IEP and FIE meetings as the District Representative for a caseload of students who are attending Nonpublic, Residential Schools

  • Appropriately maintain all student records on the assigned caseload

  • Perform all other tasks and duties as assigned



In order to be successful and achieve the above responsibilities, the Manager, Nonpublic Residential Programs and Services must possess the following qualifications:

Type of Education Required : Graduation from an accredited college or university with a Bachelor's degree in Education or a related field of study. Master's degree preferred.

Type of License Required: Special Education teaching certificate (LBS1, Deaf/Hard of Hearing, Blind/Visually Impaired, Early Childhood Special Education) or Professional Educator License (PEL) issued by the Illinois State Board of Education, or 75 (or out of state equivalent) required.

Type of Experience and Number of Years : Minimum of 3 years of experience in education. Administrative and special education experience are also preferred.

Knowledge, Skills, and Abilities :

  • In-depth expertise in special education curriculum and service provision.
  • Knowledge of general education curriculum.
  • Demonstrated understanding of the individual needs of students with disabilities from a variety of language and cultural backgrounds.
  • Strong knowledge of federal and state laws and regulations regarding the delivery of special education and related services.
  • Knowledge and understanding of CPS resources.
  • Strong foundation and knowledge base in the areas of systems change, administrative leadership and instructional coaching .
  • Knowledge of intervention and assessment strategies for disabled and non-disabled students .
  • Ability to establish and maintain effective working relationships with administrators, staff, associates, students, parents, governmental and community agencies, and employers .
  • Ability to problem-solve, work on a team, use data to guide work, and clearly communicate to multiple stakeholders.
  • Demonstrated expertise in customer service, consensus building, and use of problem solving skills and strong written, verbal, presentation, and interpersonal communication skills.
  • Ability to prioritize work in a fast-paced environment.


Residency Requirement:

As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of his or her CPS hire date and maintain residency throughout their employment with the district.
