Summary: Performs financial audits of schools, supervises and coordinates inventory audits of warehouses, reviews audits performed by internal auditors, assists senior auditor in oversight, trains new hires and assists with various accounting functions.

Essential Duties: (These duties represent a sample and may vary by position.)

  • Manages larger audit assignment focusing on audits of increased complexity. Develops audit work papers and performs financial audits of schools for compliance with CMS policies and procedures. Evaluates audit findings; prepares and presents results to school principals and treasurers both written and oral. Collaborates with school principals to develop and strengthen internal controls when audit findings deem necessary. Provides training to school treasurers throughout audit process to minimize repeat audit findings.
  • Compiles detailed audit work papers and prepares audit binders reflecting audit results. Prepares and transmits formal audit letters representing audit results to school principals and treasurers. Ensures responsible members of management have been made aware and understand audit findings especially when associated risks are high. Confirms audit responses from principals have been prepared timely and adequately to address audit findings and minimize repeat audit findings.
  • Supervises, coordinates and performs inventory audits of warehouses with inventory holdings. Observes counts and performs additional test counts tracing actual inventory to amounts recorded to ensure no material misstatements are present. Collaborates with warehouse and inventory managers to develop and strengthen internal controls when audit findings deem necessary.
  • Assists senior auditor with review of audit binders performed by internal audit staff for quality assurance. Evaluates performed tests to ensure audits have been prepared adequately to minimize risk and ensure material audit findings are not overlooked.
  • Trains newly hired employees including internal auditors and school treasurers in respective job roles. Guides internal auditors with schedule management, work paper preparation and audit execution. Assists school treasurers in various areas such as reconciling bank statements, balancing the monthly receipts and disbursements reports and administration of CMS policies and procedures.
  • Prepares detailed presentations and engages in public speaking on regular basis. Coordinates and maintains webinar based trainings.
  • Assists with various accounting responsibilities. Prepares monthly account and bank reconciliations. Prepares journal entries and check requests for monthly P-Card sales tax and sales tax refunds. Updates P-Card records monthly and annually toward audit compliance. Prepares monthly balanced and status reports reflecting results of school bank reconciliations. Prepares comprehensive monthly receipts and disbursements report reflecting balances of school activity funds. Follows up with Director of Accounting when necessary.
  • Attends conferences and meetings to remain current on programs and accounting policies and procedures as well as state and federal funds as needed.
  • Performs related duties as assigned.


Education and Experience:

Minimum:

  • 120 semester hours from an accredited college or university to include a Bachelors degree with a major course work in Business or Accounting
  • 3 years professional accounting experience


Desirable:

  • Accounting experience in government or school systems


Licensing / Certification Requirements:

  • Qualified to sit for the North Carolina Certified Public Accountant (CPA) Examination
  • The educational requirement to sit for the Examination is a bachelor's degree (120 hours) from a college or university accredited by one of the regionally accredited associations in any subject that includes, or is supplemented by, a concentration in accounting.


21 NCAC 08A.0309, Concentration in Accounting, states:

(a) A concentration in accounting includes:

(1) at least 30 semester hours, or the equivalent in quarter hours, of undergraduate accountancy courses which shall include no more than six semester hours of accounting principles and no more than three semester hours of business law; or

(2) at least 20 semester hours or the equivalent in quarter hours, of graduate accounting courses that are open exclusively to graduate students; or

(3) a combination of undergraduate and graduate courses which would be equivalent to Subparagraph (1) or (2).

Physical Requirements:

The work is primarily sedentary. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations. The work at times requires bending, squatting, reaching, with the ability to lift, carry, push or pull light weights. The work requires activities frequently involving driving automotive equipment.
