Executive Director, Federal Programs and Support

Summary: The Executive Director of Federal Programs is responsible for the overall implementation of federal programs and their coordination with local and state programs for Charlotte-Mecklenburg Schools. The Executive Director will serve as an active member of Executive Staff and the Academics leadership teams. The Executive Director will oversee the planning, implementation, evaluation, and reporting required in all federal funding projects contained in the federal consolidated application (NCCCIP). These programs include Title I, Title II, Title III, Title IV and 21 st Century Community Learning Centers. In addition, the supervision of other categorical federal programs (e.g. McKinney Vento subgrant) may be included. The Executive Director will work with program leads to ensure that initiatives and expenditures are in alignment with district program and fiscal priorities.

Essential Duties: (These duties represent a sample and may vary by position.)
  • Prepares and submits all federal applications and reports related to each program or Develop, implement, and monitor procedures to insure timely submission of applications, amendments, reports, census data and evaluations
  • Coordinates with fund owners of all federal programs to ensure expenditures are in alignment with the district's Strategic Plan and are coordinated with local and state-funded initiatives.
  • Assists and advises building principals and district administrators in the implementation and evaluation of federal programs for the state and the United States Department of Education.
  • Writes waiver requests for carry-over exceeding allowable percentage, non-compete waivers to comply with the Uniform [grant] Guidance (UG), etc.
  • Works closely with CMS Budget and Finance throughout the year to establish budgets and monitor expenditures
  • Monitors non-public (private) school participation for all eligible federal programs
  • Remains current on laws and requirements regarding each program and meets with related staff to interpret and implement regulations.
  • Serves as a liaison with the NC Department of Public Instruction in the area of federal programs and monitoring as it relates to the school improvement process.
  • Coordinates the monitoring of federal programs by the North Carolina Department of Public Instruction and United States Department of Education
  • Organizes and conducts school site desk-reviews
  • Leads administrators in budgeting and managing federal funds
  • Attends appropriate state and national meetings related to assigned federal programs
  • Represents the district on the Committee of Practitioners and at state meetings related to federal
  • Assists in the planning, implementation, and evaluation of activities related to school improvement plans throughout the district
  • Assists and advises building principals in coordinating the school improvement process in NCStar and the
  • Collaborates with other CMS leaders and departments to coordinate and implement instructional activities, professional development and parent engagement associated with federal grant requirements
  • Provides expertise and information on best practices on support for NC low performing schools, NCRestart schools as well as targeted support and intervention schools (TSI) and comprehensive support and intervention (CSI) schools
  • Provides up-date reports regarding federal (and state) projects to the superintendent, principals, board members, and parents as they become available
  • Prepares all parent and family notifications relating to the Every Student Succeeds Act (ESSA)
  • Serves in a lead role for the Superintendent's Parent Advisory Council in collaboration with the Office of Parent Engagement and Community Partnerships
  • Prepares and/or revises district policies and regulations in compliance with federal program law
  • Composes documents for the purpose of communicating information to school and district personnel, the public, state officials, etc
  • Maintain all records required for monitoring, evaluation and auditing of federal programs as required by law for a period of five years
  • Maintains inventory of federally purchased, inventoried equipment for the purpose of ensuring compliance with federal guidelines
  • Independently researches issues/concerns and brings them to resolution
  • Maintains confidentiality of records, correspondence and conferences
  • Responds to inquiries from the Media and other community stakeholders about the federal program requirements and compliance


Education and Experience:

Minimum
  • Master's Degree in Curriculum and Supervision or Educational Leadership with
  • A minimum of five years of experience managing a large federal program for a local education agency (LEA)
  • Possession of or ability to obtain appropriate NC licensure


Licensing / Certification Requirements:
  • Valid North Carolina Teaching License
  • Valid North Carolina Educator Professional Licensure II

Physical Requirements:

The work is primarily sedentary. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations and repetitive motor coordination. The work rarely requires one to exert physical effort or to work with biohazards or risks. The work requires activities frequently involving driving automotive equipment.
