SUMMARY:
The Programmatic Grants Manager serves as the liaison between central office and schools by providing non-financial management of certain programs and grants, including ensuring compliance regulations are met, school budgets and expenditures meet programmatic goals, and program-related staff understand their responsibilities and opportunities under these funding sources. The Grants Manager assists the Director in ensuring that programs meet their highest potential strategic goals and their compliance targets as well.

CONTEXT AND MISSION:
Highline Public Schools serves approximately 19,000 students in the communities of Burien, Des Moines, Normandy Park, SeaTac, and White Center in Washington State. In 2013, parents, students, community members, and staff at all levels of the district came together to develop a strategic plan that reflects our goals and dreams for our students. The plan was updated in 2018 to guide our work through 2023. The plan's promise is that every student in Highline Public Schools is known by name, strength, and need, and graduates prepared for the future they choose. The strategic plan is centered on Our Promise. It includes five big goals for Highline students, supported by Our Foundation. * Equity. We will disrupt institutional biases and end inequitable practices so all students have an equal chance at success. * Instruction. We will reduce achievement and opportunity gaps by using culturally responsive, inclusive, standards-based instruction. * Relationships. We will know our students by name, strength and need and have open, two-way communication with students, families and community partners. * Support. We will increase student success by supporting their social-emotional and academic needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. * Independently manages district compliance for assigned categorical state or federal program grant. . * Responsible for timelines for submission of financial and special compliance reports for assigned federal, state and local program grants. * Develops and delivers program specific workshops for office and other classified staff. * Communicates compliance regulations through a programmatic lens to school personnel through multiple channels: in-person, telephone, e-mail, online tools, and training sessions. * Ensures integrity of assigned federal and state reports including annual reports. * Researches and compiles needs assessment information, prepares grant applications, obtains and organizes fiscal and compliance information for reports and grant applications and related forms. * Works with program managers/officers to resolve compliance issues. * Develops and prepares packets for school board approval according to grant requirements including inter-local agreements.

JOB DESCRIPTION:
PROGRAMMATIC GRANTS MANAGER * Compiles data for local, state, national and board reports. Maintains correspondence, historical, financial and special compliance files. * Writes memos, letters, and develops forms to ensure that assertions are within contract boundaries. * Supports in making budget decisions and assuring allowable expenditures. * Verifies a variety of apportionments with HR/Business Services/Schools. * Effectively interacts with all district schools and departments to communicate and implement program guidelines and activities. * Performs other duties as assigned.

MINIMUM QUALIFICATION
: Education and Experience High school graduation or equivalent with business and financial experience Four years of increasing responsibility in grant implementation, program tracking, and compliance Experience with state and school district structure and philosophy ADDITIONAL REQUIREMENTS: Ability to research and prepare documents Skill and experience operating a microcomputer in a network environment including Windows, Microsoft Office BusinessPLUS (IFAS), iGrants and other web based systems Experience with contracts
