Assistant Manager Safety & Security

Provides operational support and technical guidance to school security and administrative staff; training in safety and security related skills and knowledge to security staff, school administrative, teaching and other support staff; assisting in the development and maintenance of the Standard Operating Guidelines for School Security Officers; and assists in Emergency Operations Center during disasters, crises, and exercises.

 

Essential Job Functions:
  • Assists the Safety and Security Manager in the development, implementation and delivery of a comprehensive training program for the department, including state-mandated initial and in-service training programs for all School Security Officers; trains and mentors newly hired/promoted Security Officers; works with designated school administrators  to develop and evaluate the performance of School Security Officers.
  • Leads or participates in committees, task forces, and working groups related to school safety, building management, public safety, emergency management, and other related areas.
  • Responds to after-hours emergencies affecting school operations and property; works in the county Emergency Operations Center as the primary school division representative during disasters, crises and exercises.
  • Conducts and manages the Crime Prevention through Environmental Design based assessments of all school division properties, in conjunction with other division and county departments, developing strategies to correct deficiencies, to include work orders, future budgetary needs, and education.
  • Assists Human Resources with difficult or sensitive termination activities.
  • Assists principals and School Safety Teams with developing and completing required crisis drills, annual school crisis and emergency management plan development, annual state school safety surveys, and other regulatory demands
  • Acts in the role of the Manager in his/her absence.
  • Supervises and evaluates Locksmiths.
  • Develops, implements, and operates a division key and lock management system
  • Participates in training and professional development to enhance knowledge, skills and proficiency related to profession.
  • Makes presentations to various community groups and organizations about school safety and security; serves on school safety and security committees, task forces, and special projects as assigned.
  • Initiates and maintains effective liaisons with other school divisions, state and local public safety agencies, and professional societies to maintain a current knowledge of developments and research in the profession.
  • Responds at all hours to major incidents of vandalism, burglary, fire, natural disasters, and threats.
  • Performs other duties as assigned.

Qualifications:

Comprehensive knowledge of security and crime prevention principles, best practices and related laws and policies.  Demonstrated ability to advise internal and external customers on matters of safety and security. Knowledge or training in tactical response, emergency medical management, CPTED/mitigation, hazard mitigation and prevention and threat assessments. Demonstrated ability to effectively administer emergency actions; to manage programs; lead the work of others and work effectively and collaboratively with a variety of people, handle sensitive issues and work under adverse conditions; to communicate effectively, orally and in writing with a diverse range of individuals. Skill in operating personal computers, utilizing spreadsheet, word processing and presentation software (Word, Excel and Power Point preferred).  Knowledge and understanding of physical security hardware and adult training methods.

 

Requirements:
Education in Criminal Justice, Security Management, Homeland Security or a related field (Bachelor's degree preferred).  Certification as Crime Prevention Specialist or Physical Security Professional and certification as a Virginia School Security Officer Instructor is required within one year of appointment.  Ten plus years of professional security or law enforcement experience preferably with a multi building organization or school division. License. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy. Experience in developing crisis response plans, preferably for schools. Valid VA Driver's Position is considered essential personnel and requires 24 hour on call duty.  Job-related experience that provides the candidate the necessary knowledge, skill, and abilities to be able to perform the functions of the position proficiently, will be considered in lieu of the degree.
