Directs the planning, design, delivery, monitoring and program assessment of health services throughout the school division.  Performs work under federal and state regulations, division departmental policies and established objectives.  Interprets policy on own initiative; decisions/actions impact the entire system; contacts are regularly and frequently made at all organizational levels within and outside the school system to execute and explain programs and policies.  Directs and evaluates work of highly technical or professional support staff.

 

Essential Job Functions:
  • Directs and evaluates the effectiveness of the health services programs.  Ensures compliance with existing legislation, guidelines, regulations, policies and procedures.
  • Establishes and monitors the design and development of new and modified programs and delivery of programs.  Recommends modifications as appropriate.
  • Serves as a liaison between the school division and the state Department of Education and the Chesterfield Health Department.  Makes regular reports and recommendations to the School Board.
  • Establishes with the Office of Human Resources and Employee Services the staffing requirements for all Health Services positions.
  • Directs the development and monitoring of the Health Services budgets.
  • Ensures maintenance of appropriate program records in accordance with regulations and School Board policies.  Prepares appropriate periodic federal, state and local reports.
  • Develops guidelines for assigned programs.  
  • Demonstrates commitment to improving professional competence.
  • Directs and has overall responsibility for the functioning of student health programs.
  • Develops, reviews, approves and oversees the compliance of health services and procedures.
  • Responsible for and assists management with the establishment, maintenance, and review of health-related policies and services.
  • Designs, facilitates and participates in collaborative efforts involving data collection and analysis of overall health services, and prepares necessary reports.
  • Coordinates professional educational and training programs for assigned staff.
  • Oversees the centralized ordering and distribution of all school health supplies.
  • Performs other related duties as required.

Qualifications:
Considerable knowledge of child growth and development, total school operation and group dynamics.  Demonstrated ability: to provide effective leadership and to develop and implement comprehensive School health services programs, policies and procedures; to plan, organize and direct a complex organizational component; to listen and communicate effectively, both orally and in writing; to direct and evaluate a diversified professional staff and carry out directives; in decision making, problem analysis, conflict resolution, interpersonal relationships and long range planning and forecasting. Working knowledge of the principles, practices and methods of school health nursing; of community agencies and resources as related to school health nursing; of Federal, State and local laws and regulations governing school health and nursing practices. Ability to assess community, individual and family and target population health care needs; to provide nursing services independently in schools, clinics and community sites. Comprehensive knowledge of school health services statutes, regulations, policies and procedures.  

 

Requirements:
Master's degree in nursing education or nursing administration and certification by the National Board for Certification of School Nurses preferred. A bachelor's degree in nursing with a minimum of five years school nursing or school nursing supervisory experience required. Two years nursing supervisory experience preferred. Must hold a valid license issued by the Virginia Board of Nursing as a Registered Nurse or Nurse Practitioner. Must maintain valid First Aid, CPR & AED certification.
