    Director of Facilities located at Central Office. The Director of Facilities is responsible for the effective care, operation, maintenance, improvement, safety and security of school buildings, related equipment and grounds. In cooperation with district and building administrators, the Director develops and maintains comprehensive preventative maintenance, energy management, facilities improvement, life safety and other related programs. Responsibilities include, but are not limited to: planning, organizing, coordinating, supervising and evaluating the operational and maintenance programs, as well as arranging for and monitoring work done by private contractors. The Director is responsible for interviewing, hiring and training employees; planning, assigning and directing work; appraising performance and carrying out supervisory responsibilities in accordance with the district's policies, union contracts and applicable laws for maintenance staff, custodial staff and substitutes. The Director also works cooperatively with the Town Engineer and others, and makes recommendations for short and long term projects for the betterment of the district.
    The successful candidate:
    • will have thorough knowledge of the methods, materials and equipment used in the care
    • maintenance, operation and repair of buildings, utilities services and equipment
    • Must also have knowledge of materials and methods of building construction; ability to read and interpret blueprints and specifications; ability to plan, supervise and inspect building repair and maintenance work; knowledge of preventive maintenance techniques and the ability to maintain operating records.
    • Plans, prioritizes, assigns and supervises the maintenance and repair, custodial care and grounds upkeep of Windham Public Schools buildings and facilities
    • Maintains compliance with applicable state and regulatory requirements
    • Prioritizes and allocates work and storage space for facilities department, coordinates facility remodels and workspace design, determines the repair replacement and allocation of equipment and furniture
    • Develops and provides in-service training and staff development opportunities in concert with town and board of education goals, policies, federal state and local building and health codes, as well as CT OSHA and workplace safety requirements
    • Assists in development of emergency preparedness procedures; consults and coordinates with the office of Emergency Services to maintain current emergency readiness; coordinate emergency response training and conducts emergency drills for department staff
    • Develops budgets for assigned areas of supervision through collaboration with the Superintendent and First Selectman: analyzes staffing and expenditure requests
    • Determines guidelines for and negotiates terms and conditions of facility and service contracts and related financial agreements; seeks and evaluates RFP's; awards and monitors related contracts, grants, leases and financial agreements for compliance with terms and conditions; ensures that contracts integrate with stated department goals; and resolves disputes related to such contracts
    • Purchases necessary tools, equipment, materials and supplies
    • Coordinates staffing schedules
    • Meets with administrators to plan for the needs of each facility. Advises administrators and implements plans
    • Meets with Head Custodians and Maintenance staff to advise, plan and implement custodial and maintenance tasks
    • Develops, annually maintains and implements procedural manual
    • Receives and responds to concerns, complaints and inquiries in areas of responsibility
    • Working knowledge of facilities, custodial and grounds management standards and town/school facilities standards
    • Ability to effectively supervise and direct employees
    • Ability to operate a departmental computer, to prepare cost estimates, financial reports and written documents as well as operate system software and programs
    • Ability to establish effective working relationships with employees, vendors, contractors, officials and governmental agencies
    Qualifications:
    • Degree in Mechanical Engineering, Industrial Management or a closely related field is preferred.
    • Experience and/or working knowledge of building, plant and equipment maintenance, building construction practices and project management and custodial/janitorial practices, along with supervisory experience in these areas are required.
    • Working knowledge of various building trades (HVAV & Controls Systems, Security Systems, plumbing, mechanical, woodworking and electrical systems).
    • Ability to supervise employees and deal effectively with building occupants, the public and work cooperatively with Town departments and vendors.
    • Ability to analyze operating costs, develop and manage a departmental budget, prepare and present reports; participate in committees as assigned.
    • Must have demonstrated knowledge of CT State construction procedures and regulations
    Alternatively, candidates with such alternatives to the above qualifications as the Superintendent and/or Director of Finance may find appropriate and acceptable may be considered.
