Boston Public Schools seeks a Manager of Continuous Improvement

Location: Office of Data and Accountability - BPS
Reports to: Director of Performance Management, Office of Data and Accountability

Overview
Boston Public Schools (BPS) seeks to continue to strengthen the way in which data are collected, analyzed, shared, and used to evaluate the quality of district schools, programs, and community partners. Leveraging rigorous measurement techniques and precise evaluation methods, BPS plans to estimate the impact that schools, departments, and partner programs have on holistic student outcomes, and district priorities. This work will allow BPS to determine if internal and external partners deliver programs that meet BPS standards of quality and demonstrate measurable impact on students and schools. It will also allow BPS to provide nuanced data to Boston stakeholders to inform school improvement and choice options.

To achieve these goals, BPS seeks a Manager of Continuous Improvement who will be responsible for building on current systems and processes to improve data sharing with internal and external partners, evaluate priority programs, refine, and enhance the measurement of school quality in BPS. The Manager of Continuous Improvement will work collaboratively with members of the BPS Office of Data & Accountability and Office of Engagement's School-Community Partnerships division, key BPS staff, and other stakeholders to improve and implement these efforts. The Manager of Continuous Improvement will maintain the rigorous standards of data sharing, evaluation, and research the district has in place, while streamlining processes and increasing alignment with district priorities.

We are looking for a candidate who is passionate about education and leveraging data to help drive continuous improvement in Boston Public Schools.

Responsibilities:

Department, School, and District-Wide Improvement
  • Play a lead role in the development and implementation of new measurement tools and metrics to enhance and better define school quality (defined by the School Quality Framework; SQF) in BPS
  • Design and propose new metrics associated with student access to supplementary in and out of school programs
  • Lead the district's transition to a new generation of student, teacher, and family climate and culture surveys.
  • Partner closely with content team experts, school leaders, and partners to determine the analytic and data needs of the initiative and deliver on those needs.
  • Continuously review best practices for learning measurement areas (both academic and non-academic) and identify and develop relationships with organizations and individuals with expertise to advance these goals.
  • Create data visuals that are clear and intuitive to a diverse set of users.
  • Collaborate with academic researchers and analysts across the BPS organization to ensure that proposed metrics (as referenced above) meet measurement standards currently accepted in the field of education research, particularly the BPS Climate Surveys
  • Work with BPS central office departments to facilitate cycles of continuous improvement
  • Serve on and staff community task forces related to school quality and improvement processes
  • Ensure that the SQF is transparently, accurately, and expediently calculated and regularly communicated to internal and external stakeholders
  • Help a lay audience to understand and trust the sophisticated methods used to assess school quality

Partner Program Data Sharing
  • Manage systems to receive, track, review, and respond to data requests from school partners
  • Extract data from multiple data information systems and provide aggregate or individual-level student data to partners
  • Communicate guidelines for data collection/sharing and manage active non-disclosure agreements and mutual data sharing agreements
  • Collaborate with school-community partner organizations to share data for the purposes of monitoring, evaluating and measuring program equity and impact.
Partner Program Evaluation
  • Work with stakeholders internal to BPS and school-community partners to ensure the most appropriate and rigorous methods are used to address questions of program quality
  • Maintain relationships with school-community partners data and evaluation personnel
  • Work with school-community partners to collect data and produce partner impact and equity reports.
Other duties as assigned by the Director of Performance Management.

Qualifications - Required:
  1. Bachelor's Degree
  2. Minimum of 3 years of data analysis experience
  3. Very strong analytic and data systems management skills, as well as extremely strong attention to detail.
  4. Proficiency and/or expertise with statistical analysis software and programming languages such as STATA, R, SPSS, SQL, etc. and experience applying statistical tools to large data sets.
  5. Enthusiasm for managing technical projects with diverse teams to completion.
  6. Excellent time management skills, experience balancing competing priorities, and prioritizing projects, and delivering high quality, on-time, results.
  7. Excellent interpersonal skills and experience providing leadership and vision to staff; facilitating, motivating, persuading and building consensus across diverse audiences.
  8. Experience applying theoretical best practices in a variety of applied settings, and evaluating whether applications have made good use of those best practices.
  9. Experience and interest in working with internal and external partners in flexible, collaborative and empathetic ways.
  10. Strong communication and writing skills to document how learning can be applied in practical ways
  11. Current authorization to work in the United States - Candidates must have such authorization by their first day of employment
Qualifications - Preferred:
  • Master's Degree
  • Data analysis experience in K-12 education
  • Experience with communities in Boston, its neighborhoods and schools is a plus
Terms: Managerial, Tier C. This position subject to the City of Boston residency requirement.
