Ulster BOCES is seeking an Adult Career Counselor for a full time, 12 month position. The Adult Career Counselor provides case management, education and work readiness skill development for adults to support their transition to the workforce. Excellent communication and customer service skills are essential. The ideal candidate must be willing to work a flexible schedule and at different locations where Ulster BOCES provides educational services.

All Civil Service laws, rules and regulations apply. Fingerprinting required.

Civil Service Classification: Competitive. Merit and fitness examination applies.

Salary commensurate with experience and training. Salary range: $42,000 to $46,000

GENERAL RESPONSIBILITIES :
The work involves the responsibility of providing BOCES Adult Education Services to individuals expanding their careers and technical skills. The subject areas include information technology, health occupations, and manufacturing and business office skills. The incumbent is responsible for contacting business and industry or specialized clients such as Workplace Literacy to solicit contractual services in adult education programs. The incumbent is responsible for researching grants appropriate to the programs and writing such proposals. The incumbent is responsible for researching and providing competitive analyses including pricing options and marketing plans involved in implementing a new program or revising an existing program. The work is performed under the general direction of the District Superintendent or their designee with leeway allowed for the use of independent judgement in carrying out the details of the work. Supervision is exercised over the work of clerical employees. Does related work as required.

WORK SCHEDULE :
Full Time, 12 months
Day/Evening hours required
Monday through Friday, with some flexibility for evening and weekend hours.

SPECIFIC DUTIES :
The typical work activities listed below, while providing representative examples of the variety of work assignments in the title do not describe any individual position. Incumbents in this title may perform some or all of the following, as well as other related activities not described.
  1. Researches and recommends new programs to the District Superintendent or their designee;Researches potential grants appropriate for Adult Education Programs;Contacts people in business and industry to discuss contract training and course developing services;Develops program outlines and curriculums for each program;Develops marketing plans for new programs;Assists in identifying instructors for specialized programs;Assists in coordinating adult education brochures and marketing campaigns;Collects appropriate data to write grant proposal for submission;Writes reports on program implementation and progress;Collects appropriate data to maintain accurate reports for clients, agencies and/or New York State Education Department as required.

MINIMUM QUALIFICATIONS : Either:
A. Graduation from a regionally accredited college or university with a Bachelor's Degree in education and two (2) years of experience in program development and implementation and grant writing OR graduation from a regional accredited college or university with a Bachelor's Degree in business or related field and two (2) years of experience in educational/training program development and implementation and grant writing. OR
B. Graduation from a regionally accredited college or university with an Associate's Degree in education and four (4) years of experience in program development and implementation and grant writing OR graduation from a regional accredited college or university with an Associate's Degree in business or related field and four (4) years of experience in educational/training program development and implementation and grant writing. OR
C. An equivalent combination of training and experience as described in A and B above.

Special Requirement : Eligibility for Adult Education Instructor Certification or Teacher Certification at time of appointment. Possession of such certification will be required by end of probationary period.

BOCES, or Boards of Cooperative Educational Services, were created in 1948 by the New York State legislature. They operate as extensions of local school districts to help them meet their educational and financial goals by offering shared educational programs and services.

The Board of Regents and Commissioner of Education have also charged the 37 BOCES in New York State with providing leadership and developing the capacity of local schools to enhance and improve student achievement. The chief executive officer of a BOCES also serves as the District Superintendent and works closely with local school districts as both a liaison to and agent of the New York State Commissioner of Education.

A BOCES program or service is created when two or more school districts have similar needs that can be met through sharing. This is an economical way for districts to provide opportunities they otherwise might not be able to afford or that would be more expensive to provide independently. BOCES programs and services eliminate duplication of such things as staff time, space, and equipment. BOCES staff members also have particular skills and expertise related to each of the programs and services offered, making participation an effective option for districts.
