Description

Position Summary:

The Facility Services Manager assumes primary responsibility for directing, planning, implementing, and supervising the operation of the District Maintenance, and Operations department. The Facility Services Manager provides leadership for the District's maintenance, custodial, grounds, and sustainability programs, ensuring the health and safety of students, staff, parents and members of the public. The Director also performs other duties as assigned that support the overall objective of this position.

Position Duties:

Essential Job Functions:

1.
Supervise, coordinate and direct the functions of the Maintenance and Operations department; directs, supervises, and evaluates assigned personnel, and makes recommendations for employment and assignments of departmental personnel.

2.
Supervise, plan, prioritize, and direct facility maintenance, renovation and repairs, inclusive of preventative maintenance, deferred maintenance, energy management, pest management, and hazardous waste and environmental stewardship programs for all district buildings and grounds.

3.
Monitor and assure compliance with fire, health, accessibility and safety regulations. Maintain records required by federal, state and/or county regulations and district policy including, but not limited to, asbestos management plans, indoor environmental quality, and integrated pest management.

4.
Determine priorities, methods, and procedures for work, supply, and equipment requirements annually as well as through the development of a 5 and 10 year capital maintenance plan.

5.
Oversee the departmental purchasing process from determination of need for materials, supplies, equipment, and services through disposal.

6.
Oversee the maintenance and upkeep of grounds, playing fields, and parking lots, including the related equipment such as mowers, utility vehicles, and snow plows.

7.
Provide leadership in the continuing development and management of uniform district-wide recycling, composting, and landfill-reduction systems.

8.
Provide risk management services as it relates to the maintenance and operations, including walk throughs with insurance representatives and the investigation of student, employee, and community accidents.

9.
Coordinate access and oversee the management of online systems for work orders and facility use.

10.
Oversee coordination of warehouse and district delivery operations.

11.
Supervise the outside use of District facilities and grounds and assure availability of requested facilities and services requested; develop and maintain schedule of costs; monitor the preparation of invoices; and resolve disputes regarding scheduling.

12.
Develop and maintain high standards for all departmental services and monitor to ensure accountability.

13.
Develop and provide a comprehensive professional development program for facilities services personnel.

14.
Work with community partners to conserve resources, implement renewable solutions, and be a community leader in sustainable practices.

15.
Advise Administration and Board of the physical condition of district facilities and related budgetary needs, as well as administer the facilities services and capital maintenance budget.

16.
Coordinate with project managers for bond-related projects.

17.
Attends School Board meetings and prepares public presentations as requested (approximately 1-4 per year).

Assumes other duties and responsibilities assigned by the Director of Business Services

Qualifications:

1. Education: Associates Degree required (Bachelor's Degree preferred) - degree in Facilities Management or Engineering preferred

2. Experience: At least 5 years supervisory experience in facilities operations and management and preventative facilities maintenance (preferably in an educational setting)

3. Knowledge of and experience with team leadership and customer service.

4. Advanced knowledge of Building, Electrical, HVAC, Plumbing and Carpentry, Safety and/or Security systems

Special Requirements:

1.
Knowledge of and experience with state and federal codes and regulations.

2.
Knowledge of and experience with building systems and operations, and procurement of maintenance and operations, supplies, equipment, and components.

3.
Experience with providing professional development for personnel.

4.
Knowledge of and experience with computers, productivity software, (i.e. word processing, spreadsheet, database) and facilities related application software and automated building systems similar to Honeywell.

5.
Ability to effectively integrate, communicate, and maintain positive constructive relationships with students, staff, citizens, vendors, contractors, and other governmental agencies.

6.
Intermediate knowledge of Building, Electrical, HVAC, Plumbing and Carpentry, Safety and Security systems.

7.
Knowledge of green building principles, net-zero concepts, renewable technologies and applications, and climate action planning.
