Human Resources Administrator – Special Education & Student Services

Responsible for staffing in the areas of Special Education and Student Services, and for the analysis and forecasting of staffing requirements.  Complex work is performed within specific departmental objectives and policies. Employee works independently and coordinates with others as necessary.  Contacts are regularly and frequently made at all organizational levels within and outside the school system to explain programs and policies and to recruit for new positions.  Contacts are on behalf of the school system and may obligate the organization to a course of action. Actions impact the entire system; position requires extensive Human Resources knowledge and professional judgment.

Essential Job Functions:
  • Responsible for position control. Collaborates with school administrators and Office of Management and Budget in forecasting and determining staffing needs.
  • Responsible for screening and recommending high quality candidates to building and department administrators.
  • Coordinates and schedules recruitment activities for vacant positions to include: scheduling interviews, verifying credentials, checking references and issuing offer letters and contracts.
  • Work with administrators and employees to resolve personnel issues and/or complaints.  Reviews recommendations for employee disciplinary actions, including suspension, demotions, promotions and terminations.
  • Processes employee transfers, resignations and terminations. Coordinates the collection of exit interview questionnaires.
  • Records employment actions in the personnel record in the Human Resources Information System (HRIS).
  • Provides regular reports to the School Board on staffing.
  • Ensures compliance with Federal, State and local standards and regulations.  
  • Serves as resource on issues concerning Equal Opportunity, American with Disabilities Act and Fair Labor Standards Act.
  • Creates presentations and provides training on HR related topics.
  • Administers the performance evaluation process for instructional staff and monitors records on evaluation cycles for personnel.
  • Issues notices of assignment and/or contracts annually.
  • Oversees the on boarding process for new employees.
  • Attends job fairs and other recruiting events.
  • Performs other related duties as assigned.

Qualifications:
Strong computer skills to include the ability to create and maintain multi-sheet spreadsheets, and strong knowledge of Google platform is preferred. Comprehensive knowledge of the principles and practices of human resource management and employment law to include planning, recruitment, and selection processes, and employee relations management. Strong working knowledge of current federal/state regulations related to employment (i.e. EEOC, ADA, FLSA, etc.).  Demonstrated ability: to forecast staffing needs; to communicate effectively; to analyze, interpret and apply HR laws, regulations and guidelines and to analyze and resolve conflicts that may be confidential, sensitive and/or difficult in nature. Requires strong ability to assess candidates and administer the interview function. Computer proficiency with MS Office, multi-sheet spreadsheets, databases and the Google platform. Working knowledge of HRIS systems.  Requires the ability to self-motivate and work independently.

 

Requirements:
Bachelor's degree in Human Resources or related field is preferred. Three to five years professional level and progressively responsible Human Resources experience in a setting of related scope and complexity is required. Professional in Human Resources (PHR) or Society of Human Resources Management Certification (SHRM-CP) preferred. Prior supervisory experience and school staffing experience preferred. Education, training, or experience sufficient to demonstrate the required knowledge, skills, and abilities.
 
Local travel and occasional overnight travel outside the specific geographic area are required. Flexibility to attend recruiting events on evenings and weekends as needed. Valid VA Driver's License.
