SUMMARY DESCRIPTION

Under the direction of the Nutrition Services Director, is responsible for a wide variety of the human resources functions for Nutrition Services. This position will work frequently with other departments and school site administration within the Washoe County School District, to include the Payroll Department, Human Resources and Office of the General Counsel. This position makes recommendations to the Director of Nutrition Services and Chief Operating Officer. Leads and conducts investigation into employee misconduct and complaint resolution, advises supervisors and administrators in areas of human resource management and employee rights, contract interpretation, performance evaluations and processes, interprets related District policies and procedures, progressive discipline, and appropriate courses of action, in accordance with contract provisions and Federal Regulations as it relates to Nutrition Services, and good employer/employee relations practices. Oversees the reporting of payroll; responsible for posting of job opportunities, hiring and onboarding and assuring that employment functions comply with all District rules and regulations. Represents Nutrition Services in administrative hearings, responding to grievances and the defense of employment litigation matters. Maintains substitute worker program. Performs related work as required.

EXEMPLARY DUTIES/RESPONSIBILITIES

Plans, organizes and supervises the procedures for Nutrition Service vacancies. Explains and interprets rules, regulations, policies, collective bargaining agreement for classified employees, and procedures regarding all aspects of employment, including leave and overtime. Conducts investigations into employee complaints and misconduct; determines facts and appropriate defensible corrective action. Presides at grievance meetings, investigative due process meetings, suspension/dismissal meetings. Prepares documentation of personnel actions. Assists in the training of supervisors, performance evaluation, disciplinary procedures and processes. Oversees department training plans, assist in the training of supervisors and cafeteria managers. Assist with performance evaluations, advises on disciplinary procedures and processes. Counsels employees and supervisors on issues affecting employee performance; coordinates the distribution and collections of performance evaluations, advises supervisors on the completion and delivery of employee evaluations, provides guidance to supervisors during employee probationary period. Works with various parties to resolve misunderstandings and conflicts arising. Counsels administrators and employees as necessary to listen to expressions of concern and complaints, responding in a manner which creates understanding and fairness.

Develops and conducts staff development and training programs. Writes reports, proposals and recommendations. Plans, organizes and supervises the recruitment, posting, screening, testing, selection, and appointment of personnel. Assures that employment standards, District policies and procedures are properly observed.

Develops, presents, and manages an annual employee engagement calendar. Tracks department employee application, hire, and turnover rates.

Develops and maintains a collaborative relationship with bargaining unit and other group representatives. Provides leadership on labor committees formed to address labor relations and related employee issues.

Recommends revisions in Nutrition Services policies and procedures as necessary; document key processes for providing better efficiencies to drive department goals, identify sources and causes, generate alternatives and make recommendations for action.

Supervises assigned staff; performs evaluations, and provides work direction and guidance to staff. Maintains appropriate documentation and records for NS staff; Oversee the daily filling of substitute workers at all school sites. Oversee the reporting of payroll and ensures accuracy of data. Serves as the primary contact person for classified employee issues.

EMPLOYMENT STANDARDS

Education/Experience: Any combination equivalent to education and experience that would likely provide the required knowledge and skills is qualifying.

1. Equivalent to an Associate's degree from an accredited college or university with major course work in food service management, personnel management, human resources or a closely related field.

AND

2. Five (5) years of successful professional experience supervising a similar food service or human resources program, including responsibility for staff supervision and employer selection process, and experience coordinating the hiring/training/payroll/paperwork of a large department.

Knowledge of: Federal and state employment laws and regulations; personnel practices and the principles of supervision, recruitment and selection processes, bargaining unit processes, data processing principles;

Skills at: Communicating effectively orally, in writing, and public speaking with a wide variety of people. Dealing with difficult situations, conflict resolution; establishing and maintaining positive working relationships with Administrators, site staff and others; maintain accurate and detailed statistical and/or confidential records and documentation; Accounting, payroll, motivating personnel, planning, organizing, staff supervision and training.

Salary Range: $59, 161 - $91, 184

Salaries are subject to adjustment and may increase and decrease each fiscal year.
New employees hired by Washoe County School District are normally placed on the entry step of the grade of the position.
