  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: INSTITUTIONAL ANALYST II
    Training: Graduation from an accredited college or university with a bachelor's degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
    Desired Education: Specialization in a subject field appropriate to the area(s) of assignment.
    Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency or system.
    Desired Experience: Five (5) years of responsible professional work experience in education using computer and automation systems that involved supervising, planning, developing, or administering quality assurance programs.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Desired Knowledge: Instructional media and computers; educational statistics; research developments, trends and current issues or problems pertinent to the area(s) of assignment.
    Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
    Desired Skills/Abilities: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; maintain awareness of development in curriculum or program areas.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Institutional Analyst III of the Data Governance Office, the Institutional Analyst II:
    1. Assists in compiling and presenting information to the Director and high-ranking personnel on quality assurance/verification matters; provides supervision with definitive technical information and advice on procedures and techniques; resolves technical problems in support of the quality assurance program. Maintains the DOE's master library of business rules for all application systems (student, financial, human resources); ensures that appropriate business rules are current and complete; reviews incoming business rules to determine their applicability. Monitors the DGA data quality improvement system to include the recommended changes to procedures and reports; provides findings and recommendations for final approval.
    2. Performs directed quality assurance processes and special data forensics for all aspects of the data quality program. Provides corrective recommendations and reviews adequacy of corrective action taken. Reviews findings to determine adequacy of data processing documentation.
    3. Analyzes practices to establish a comprehensive quality program for DGA and develop a Quality Management Plan (QMP) documenting the management and operational policies/procedures to ensure work processes, products, and services to satisfy expectations and quality standards. Develops quality assessment plans to evaluate and improve quality of maintenance production and work processes. Assessments include reviews of management and organization, quality systems, personnel qualifications and training, supply procedures, facilities, tools and test equipment, maintenance documentation, operations and training requirements, and equipment failures. Conducts evaluations to identify problem areas, failure trends, faults in methods and procedures, and other deviations from quality standards.
    4. Reviews and evaluates quality compliance; recommends corrective actions or changes in process methods and work procedures; assists supervisors and personnel in implementing changes; evaluates completed reports for adequacy of actions taken by supervisors.
    5. Serves as the primary point of contact (POC) to, and provides liaison services between, DGA and external organizations regarding quality assurance matters. Attends conferences, briefings, and meetings for quality assurance matters.
    6. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
