Role Mission: The Director of Payroll is responsible for the overall management, development and administration of IDEA's Payroll function. The Director of Payroll will ensure that all staff are provided with their compensation with accuracy, timeliness, and strong customer service for their work at IDEA. This is achieved by developing and implementing payroll procedures to ensure timely processing of payroll including the applicable payment of all benefits and payroll deductions. In addition, the Director of Payroll ensures compliance with all applicable state and federal laws and regulations.

The location for this position is flexible, with heavy travel to the Rio Grande Valley required in the first 6 months, and monthly/bimonthly travel to region following that in order to support the team.

Accountabilities

1. Oversee and direct the work of IDEA's TX and Louisiana payroll with a goal of 99.5% payroll-related accuracy
  • Oversee the execution of all regular payroll processes for monthly instructional, monthly non-instructional, bi-weekly hourly, bi-weekly extended, and substitutes.
  • Oversee all exit tickets are processed within 48 hours of receipt to avoid overpayments.
  • Maintain all voids and manual checks in Tyler Munis databases to ensure accurate 941 and W2 reporting
  • Oversee the execution of all campus stipends, athletic stipends, summer school and performance pay process
  • Ensure compliance to all state and federal wage and hour laws and other government entities

2. Ensure all state and federal reporting executed on time and accurately (TRS, Staff Salary, 941, TWC, W2s, ACA)
  • Set up processes in Tyler Munis to ensure state compliance
  • Maintain and audit staff set up in Tyler Munis systems for each IDEA entity, partnering with HRIS team to ensure accuracy
  • Work with accounting team to ensure funding sources are correct for all current staff; submit submission files to IDEA payroll accountant and other stakeholders

3. Create system for maintaining data metrics and accuracy for all aspects of the payroll team
  • Set up a dashboard with measurable metrics for payroll team to ensure accuracy in all functions of the team
  • Manage the TX payroll team to success in updating metrics monthly
  • Partner with Director of Benefits & Payroll on developing cross-functional monitoring systems across Benefits & Payroll
  • Create meaningful comparisons to use data to drive future results of the payroll function
  • Execute the annual Tyler Munis employee database rollover in partnership with other departments (HRIS and Budget teams)
  • Create annual work and payroll calendars
  • Lead execution of Summer School and Summer PD payments

4. Improve credibility and clarity of payroll processes
  • Lead and develop communication strategies to newly hired and existing staff to improve understanding of our payroll approach
  • Develop and monitor processes to ensure that employees understand how their pay is calculated
  • Oversees the launch of new initiatives needed to improve communication and the customer experience and overcoming any obstacles or inefficiencies in the process affecting all staff.
  • Analyzes data on new hire understanding of pay calculations and overall district-wide feedback from school leaders and executive management.
  • Coaches team in utilizing standard practices specifically focusing on ongoing communication throughout the year

5. Develop a high performing team - 90% Retention of A Players
  • Develop trust and leverage influence of team to drive strong results
  • Create plan on how the team will be staffed as we grow
  • Establish department goals and individual staff goals that contribute to the attainment of organizational goals and objectives.
  • Develop current team competencies and skill sets to be independent thinkers and contributors to the business purpose of the function
  • Ensure the team receives strong evaluations of customer service and integrity from key stakeholders
  • Day to day team management of Payroll team, including regular check-ins with Payroll Administrators and management of Payroll Clerks in partnership with Payroll Administrators, and leadership of tactical meetings/team planning
  • Deliver timely feedback and coaching through staff development cycle for all team members for continuous growth and improvement
  • Instill strong work ethic with personal drive for success exemplifying "whatever it takes" attitude

Supervisory Responsibilities
  • Manages team of 6-8 payroll team members

  • Excellent customer service skills, both written and oral, and maintain confidentiality in all matters


Qualifications:
  • Education: Bachelor's degree required. Relevant experience or equivalent combination of education and experience is also acceptable
  • Experience: Five to ten years' payroll experience. Three to five years successful administrative management experience in payroll or related department, preferably working within a public sector and/or educational sector. At least one-year management experience of multiple team members to strong results preferred.


Knowledge and Skills:
  • Proficiency in use of Word, Excel, and HRIS Software, with advanced skills in Excel
  • Knowledge of basic accounting procedures and payroll related federal and state laws and regulations
  • Ability to implement policy and procedures, create complex report, spreadsheets, and databases, analyze and interpret data and statistics, and work in a fast-paced environment while meeting established deadlines
  • Ability to research, analyze, report, and make sound judgements and work on complex problems in which analysis of situations or data requires an in-depth evaluation
  • Knowledge of Tyler Munis preferred
  • Payroll certification preferred
