JOB TITLE : Resource Teacher, Special Education

REPORTS TO : Specialist, Special Education

DEFINITION : Provides instructional, behavioral, and compliance support to schools to assist students in accessing the general education curriculum, in the least restrictive environment. Provides assistance to schools with collecting, organizing, and analyzing data that assists with the development of individualized programming for students receiving special education services. Supports school teams with recognizing the unique needs of differently abled learners in order to capitalize on the strengths and needs of students utilizing modalities supported by evidence based principles and practices. Provides support, guidance, and consultation regarding the legal aspects of special education to ensure schools adhere to federal Individuals with Disabilities Education Act (IDEA) and state Code of Maryland Regulations (COMAR) guidelines.

EXAMPLES OF DUTIES :

Assists schools in identifying appropriate academic, behavioral, and compliance supports to educate students in their least restrictive environment.

Supports classroom teachers with planning, modeling, and coaching of lessons and activities.

Provides professional development to school teams on measuring and monitoring student progress towards Individualized Education Program (IEP) goal mastery and students' response to targeted instructional and behavioral practices and specialized instruction.

Collaborates with various administrative teams, academic teams, and individual teachers to discuss academic functional, communication and behavioral needs of students receiving special education services. Identifies appropriate strategies and interventions.
Collaborates with members of the Office of Special Education (OSE) and school based staff to address identified compliance school based requests to ensure that students with disabilities receive the appropriate supports and services.
Participates in IEP team meetings, as necessary, and assists with the development of Individualized Education Programs.
Participates in the dispute complaint and resolution process.
Facilitates, monitor, and implement county-wide, targeted, and school-based professional development.
Facilitates and/or participates in IEP meetings as necessary and assists with the development of Individualized Education Programs.
Collaborates with a variety of stakeholders to address school-based and student specific compliance needs.

Conducts formal and informal assessments as requested.
Assists specialists and supervisors in coordinating services for Extended School Year programming.
Performs other duties as assigned.

MINIMUM QUALIFICATIONS :
Education, Training and Experience :
Graduation from an accredited college or university with a bachelor's degree, plus three years of successful teaching experience working with students in special education. Two years of experience with the facilitation and/or active participant in the IEP process is preferred. Master's degree in special education or equivalent preferred.

Licenses and Certificates :
Possession of or eligibility for a Maryland Standard Professional Certificate with special education endorsement required. Advanced Professional Certificate preferred.

Knowledge, Skills, and Abilities :
Thorough knowledge of compliance with federal and state mandates including mediation and due process procedures.
Knowledge of support services and training for schools' staff, state legislation for students with disabilities, and services to students with hearing, vision, physical, speech-language, cognitive, emotional, and learning disabilities.
Demonstration of outstanding oral and written communication skills
Demonstration of strong leadership, communication, and human relations skills
Possession of technology competency (e.g., database, internet, spreadsheet, word processing, and related applications); skill and experience in data analysis and application.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :

The work of this class is generally performed both in school and office environments. Travel to schools throughout Baltimore County is required. Work includes the operation of office equipment, computers, and assistive technology devices. Limited physical activities may be required.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $79.75 An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
